The Supervisory Financial Administrative Specialist, GS-0501-11 is positioned in the Consolidated Patient Account Center (CPAC). Serves as a Supervisor of the Accounts Management department and reports to the Chief Financial Officer (CFO) in the organization. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions and the integration of VHA and industry best practices.

Duties

The primary purpose of the position is to provide accounts receivable oversight and administrative supervision of those staff performing accounts receivable functions under the position's area of responsibility. The Supervisory Financial Administrative Specialist is the technical authority and subject matter expert in the accounts receivable functions and advises subordinates in the Accounts Management department within the CPAC. Accounts Management in the CPAC performs accounts receivable functions for 7-27 VAMC facilities and includes approximately 62-99 employees. The work of this position often has an impact on the whole of CPAC given the nature of goals, collections, and denials in regard to the revenue cycle. Develops and implements information systems to: - Analyze payments received against billings; - Ensure payments are consistent and in accordance with specific insurance policy provisions; - Minimize the gross days that revenue is outstanding (GDRO), etc. - Consistently review Accounts Receivable over 90 days to ensure proper follow up is being conducted. - Ensure refund amounts to third party payers are accurate and precise. - Monitors and evaluates administrative activities, implementing substantive recommendations for program improvements, ensuring effective use of office staff and resources within given timelines, and recommending needed changes to enhance services. - Maintains accuracy and updating of current workflow tools to accommodate resource allocation. - Presents recommended enhancements to department processes and tools in regard to productivity and workflow. - Makes decision on work problems presented by subordinate employees and other personnel. - Reviews all staff work that is required to be reviewed to ensure it is complete and accurate. - Remains knowledgeable of issues that have the potential to negatively impact the department or organization. Work Schedule: Monday - Friday 8:00am-4:30pm. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop and execute action oriented tactical plans that integrate budget, human capital, timeliness, milestones and desired outcomes. Initiates claims for healthcare services, equipment and/or medication in accordance with prevailing guidelines. Serves as technical authority and subject matter expert in the timely and accurate preparation and submission of claims for healthcare services, equipment and/or medication and advises subordinates in the Billing department within the CPAC. Insures that completed claims are submitted for payment within the timeframes established by industry standard(s) and/or VHA requirement. Provides billing oversight and administrative supervision of those staff performing billing and billing related functions under the position's area of responsibility. Interprets billing laws, rules, regulations, and policies, developing and implementing local policies, and defining administrative requirements. Corresponds with internal and external agency customers, beneficiaries, vendors, insurance companies, legal representatives and General Counsel by mail, email, telephone or facsimile regarding proper and complete billing disputes, cancellations for third party liability cases.OR, Education: Successfully completed 3 full years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree OR LL.M., in a related field to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at the GS-11 level. You must possess an equivalent combination of specialized experience and education beyond 2 full years of progressively higher level graduate education to meet the requirement. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
