As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.Position ensures effective & efficient execution of the quality program by leading/managing Quality Control personnel of the Program Quality Control Plan.

Duties

Implement and direct aviation quality procedures in order to create a safe and efficient operating environment. Ensure aircraft maintenance functions are in compliance with 14 CFR Part 135 Air Operator, 14 CFR 121 Air Certification Certificate, and 14 CFR Part 145 Repair Station certificate or performs to 14 CFR 121 Air Certification equivalent to industry operation of similar size, scope, and complexity.

Requirements

  • US Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Designated or Random Drug Testing required.
  • Successful completion of a security investigation may be required.
  • One year probationary and/or managerial probationary period may be required.
  • Applicant must possess an FAA Airframe and Powerplant certificate.
  • Occasional travel may be required.

Qualifications

To qualify for this position at the FV-J (FG/GS-14) level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized Experience includes experience leading, researching and adhering to the requirements of 14 CFR Part 121, 135 or 145; experience overseeing, evaluating and inspecting production methods, processes, and testing techniques by certificated technicians; experience with Quality Assurance/Quality Control inspection programs and preparing and interpreting Quality Control policies; experience in controlling or maintaining the quality of products or services, e.g. reviewing quality or inspection procedures for adequacy, evaluating the implementation and effectiveness of quality/inspection systems and acquisition of services.ANDIn addition to the minimum qualifications, the following has been determined to be a selective placement factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration.Selective Placement Factor (SPF): Applicants must possess a valid FAA Airframe and Powerplant (A&P) certificate AND document experience directing and managing conformance (e.g. Chief Inspector) in one of the following: 14 CFR Part 121 Air Carrier Certification, or 135 Air Carrier and Operator, or 145 Repair Stations.A valid FAA Airframe and Powerplant certificate must be attached with your application, (front and back). You must also document experience in your resume directing and managing conformance (e.g. Chief Inspector) in one of the following: 14 CFR Part 121 Air Carrier Certification, or 135 Air Carrier and Operator, or 145 Repair Stations.Applicants should include examples of specialized experience in their work history.Qualifications must be met by the closing date of the announcement.
