Duties

In the U.S. Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Enterprise Services (ES), Office of Facilities and Asset Management (OFAM) Mission Support Facilities (MSF) Division, Enterprise Facilities Support Program Management Office (EFS PMO), Program Management Branch (PMB), the program and project manager, serves primarily for real estate development and construction projects, and oversees various facilities/civil and mechanical engineering and architectural projects, initiatives, contracts, and construction activities under CBP. This position starts at a salary of $122,198.00 (GS-14, Step 1) to $158,860.00 (GS-14, Step 10). Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection. Serving as a program and project manager primarily for real estate development and construction projects and overseeing various facilities/civil and mechanical engineering and architectural projects, initiatives, contracts, and construction activities under CBP. Planning, organizing, coordinating, controlling, evaluating the assigned activities and supporting a program segment that performs professional, technical, and administrative work. Overseeing execution of short and long-range planning activities, including multi-year organizational improvement work plans. Identifying and implementing process improvements that result in significant improvements in service delivery, reduced operational unit costs, increased quality, and reduced process cycle time. Developing statements of work (SOW) and reviewing contractor and designer deliverables to ensure their work is acceptable and meets the terms of the contract.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Formulating high level written and oral strategies for a variety of administrative processes, which include programming, financial management, budget planning, project control, procurement, program performance management, and execution of Mission Support Facilities (MSF) organizational strategies that have an impact on plans, milestones, and processes. Communicating, both orally and in writing. Grasping conceptual ideas. Exercising original thought where there is an established time limit for deliberation, consultation, and evaluation, and to present well-considered and sound decisions. Exercising sound judgment, initiative, and extensive experience in administering the assigned or inherent responsibilities.
