Duties

In this position you will become a key team member of Homeland Security professionals serving as a second-line supervisor and Branch Chief for the Office of Facilities and Asset Management, Organizational Resources and Support Division, Human Capital Management Branch, providing day-to-day oversight, leadership, and direction in the formulation and implementation of programs, operations, and policies promoting effective and efficient workforce management. This position starts at a salary of $143,736.00 (GS-15, Step 1) to $186,854.00 (GS-15, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. Typical work assignments include: Overseeing a robust workforce management portfolio and managing the Human Capital Management Branch; Developing workforce management strategy and serving as a key subject matter expert in various related areas; Advising, in coordination with Human Resources Management (HRM), senior leaders, supervisors, and managers in the areas of labor relations, employee relations, employee conduct, workplace environment, employee recognition, and workers' compensation; Liaising with several HRM business partners including Labor and Employee Relations, the Privacy and Diversity Office, as well as the Office of Chief Counsel to ensure organizational compliance with various policies, procedures, regulations, and the Collective Bargaining Agreement; and Overseeing workforce management planning activities to ensure proper skill sets and staffing levels are maintained in order to meet mission requirements, implements strategies to attract and maintain a high quality and diverse workforce, as well as providing leadership with the tools necessary to inform staffing decisions.

Qualifications

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing guidance to senior leaders, supervisors, and managers in a variety of workforce management areas, such as: labor relations, employee relations, employee conduct, workplace environment, employee recognition, workers' compensation, and workforce planning. Implementing strategies for attracting and retaining a high quality and diverse workforce while executing program workforce goals. Analyzing major programs and applying new hypotheses and concepts to improve effectiveness and efficiency of operations. Establishing and implementing program goals and objectives and providing leadership to staff. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/02/2025.
