The position is located within the Medical Administration Service (MAS) at VA Illiana Health Care System (VAIHCS) - a complexity level 3 facility. The Supervisory Program Specialist serves as the direct line supervisor for the Supervisor Call Center, Decedent Affairs, and Eligibility. Responsible for supervision of a wide variety of administrative services including but not limited to, eligibility determination, enrollment, registration, scheduling, routing calls, chart retrieval, and Tri Care.
Duties
Incumbent plans and carries out projects to improve the efficiency and productivity of employees in the section.
Incumbent identifies, analyzes, and make recommendations to resolve conventional problems and situation in workflow, work distribution, staffing, performance appraisal, organization structure.
Ensures complete, accurate, up-to-date standard operating procedures exist. Provides special instructions and technical assistance when needed on different and difficult functions.
Provides the customer with consistent information according to established policies and procedures.
Completes staffing reports, required systematic reviews as well as a variety of quality management monitors to determine effectiveness of procedures and staff utilization; submits monthly/quarterly as required.
Ensures administrative and clinical staff are informed and up-to-date on all pertinent regulation changes concerning eligibility, pre-registration functions to include obtaining insurance and Medicare information, beneficiary travel, billing activities, call responsiveness, etc.
Provides advisory services to all levels of management regarding the requirements and implications of the services provided.
Ensures the daily report of all activities, Gains and Losses Sheet and other related statistical reports are prepared and available to leadership.
Responsible in monitoring fugitive felons and reports the information to the Fugitive FelonCommittee.
Serves as the facility's NEAR Coordinator.
Serves as the facility's Enrollment Coordinator.
Assists the Chief Health Benefits with investigations and responses for the Medical Center Director's signature to inquiries from service officers, state, local and federal agencies.
Ensures the Veterans understand the appeals process.
Consults with supervisory professional personnel concerning complaints received from patients, next-of-kin, and other non-VA personnel and attempts to resolve difficulties before they become formal complaints to management, Central Office or Congress.
Ensures administrative coverage is provided 24/7.
Responsible for compliance and coverage of scheduling call center and telephone operators in providing 24/7 availability.
Provides administrative guidance to Medical Officer of the Day, and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tours.
Provides orientation and technical advice to physicians regarding VA policies and procedures.
Available to be called in on an emergency basis in order to maintain administrative support for off-tour patient care.
All other duties as assigned.
Work Schedule: 7:30 am to 4:00 pm, Monday to Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-9 Specialized Experience: Must have one (1) year of specialized experience equivalent to the GS-07 grade level that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized Experience for this position includes, but is not limited to: Knowledge of general principles of management and of the practices, techniques, and objectives. Working with statistical analytical principles and computer literacy to the degree that program systems are developed, and data entry and reports retrieval can be made. Working with VISTA software programs, Outlook, as well as other systems necessary to manage, control, secure, coordinate and implement computer activities. Working with data base administration, VA Fileman, Menu Management and VISTA standards and conventions. Utilizing VA File Manager to extract information from electronic databases and having a comprehensive knowledge of file structures and conventions in order to reach and extract across various VISTA database to conduct analyses. Working with MAS related VISTA programs which include all patient activities admission/discharge/transfer) outpatient scheduling and workload reporting, Fee Basis, Beneficiary Travel, Registration, Eligibility and Entitlement to Care Consolidated Medical Record (PTF), Patient Assessment Instruments, Discharge Summary, Ambulatory Data Capture and other related program.

GS-9 Substitution of Education for Experience: Must possess a master's or equivalent graduate degree with a major study in a field related to the position; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D. if related (TRANSCRIPTS REQUIRED)

Physical Requirements: The work is primarily sedentary, but does require some walking, bending, stooping, standing, stretching, and carrying moderately heavy items such as but not limited to: manuals, documents, office supplies, and/or data file reports. Work also involves spending a significant amount of time performing keyboard data entry and prolonged periods of data review via computer monitor. Concentration and sustained performance under prolonged stress may be required due to time factors involved in completion of work assignments within specified deadlines.
