The primary purpose of the Supervisor Program Specialist is to ensure smooth operations within Administration, Telecommunication, Scheduling Operations, and Health Information Management. The Supervisor Program Specialist assesses, plans, implements and evaluates HAS and initiates changes in the system for any plans, goals, or effectiveness from research and/or studies.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
Develops, modifies, and/or interprets performance standards.
Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.
Hears and resolves employee complaints and refers serious unresolved complaints to higher level management.
Identifies employee developmental needs and provides for or arranges for training (formal and/or on-the-job) to maintain and improve job performance.
Approves leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time.
Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources.
Evaluates and advises on the methods and procedures within the Division providing administrative support systems such as records, communications, directives, forms, files, and documentation.
Provides assessment and recommends the improvement of complex management processes and systems, and improvement of program effectiveness.
Identifies and develops data required for use in the management and direction of Division level programs.
Conducts studies of employee/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures.
Facilitates the development and maintenance of quality improvement/performance plan to include reviewing and appraising the effectiveness of each phase of patient administrative activity
All other duties as assigned.
Work Schedule: 7:30 am to 4:00 pm, Monday to Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-11 Specialized Experience: Must have one (1) full year of specialized experience equivalent to at least the GS-9 level in Federal Service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Specialized experience includes: Communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers, maintenance of confidentiality of patient/employee information, electronic and print. The Hospital performance improvement program and how to work and function in the Hospital in a safe manner, including infection control and the correct operation of equipment. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree? This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education equivalent combination of education and specialized experience. Only graduate education beyond master's level is creditable. Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC Executive Leadership, Clinic Leads, Administrative Leads, HIMS staff, and other personnel. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
