This position is located at the US Department of Agriculture (USDA), Office of the Chief Financial Officer (OCFO), Associate Chief Financial Officer, (ACFO), Financial Planning and Policy (FPP), Working Capital Fund Division (WCFD).
The incumbent directs, coordinates, and supervises subordinate staff involved in accomplishing the professional, technical, and administrative functions of the Division.

Duties
Provides leadership in the development, implementation, evaluation and/or improvement of processes and procedures.
Provides recommendations for improvement initiatives for the management, policies, regulations, and administration of Working Capital Fund activities.
Establishes and maintains liaison with operating and management officials at all levels of the organization to ascertain their needs for fiscal procedures and financial reports.
Develops policies and, in decision-making sessions with activity center managers who have broad decision-making authority.

Qualifications
This position has a positive education requirement; therefore, a legible copy of your college transcripts is required to be attached to your application prior to the closing date of the announcement; applicants who fail to submit their transcripts will not be given credit for their education. Basic Requirements: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also includeone of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to the basic requirements, applicants must meet the following:
Specialized Experience: To qualify for the GS-14 : One year of specialized experience, equivalent to the GS-13 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the particular competencies to successfully perform as a Supervisory Accountant (Systems): Such experience includes: Plans, develops, and coordinates the policies, projects, manuals, directives, and instructions for the implementation of the Department's financial management system; Answers inquiries concerning revisions to existing systems or new systems development and recommend modifications to systems design as necessary; Provides Departmental officials with technical advice and assistance to solve complex problems in assigned areas; and provides written evaluation reports of findings, along with recommendations for corrective action.

Time in grade: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education can not be substituted for experience at the GS-14 grade level.
