Duties
Incumbent responsible for exercising technical expertise in a variety of complex land/realty transactions in all or several of the following areas: lands/realty case work, planning systems, compliance, environmental analysis, Field Office’s budget.
If selected at a lower grade level, the incumbent will perform the duties of the position, with a reduced level of responsibility and/or difficulty, while receiving on-the-job trainee assignments or other appropriate training.
Gathering, analyzing, and processing information, and making defensible recommendations on a wide variety of complex and controversial lands and realty actions.
Lands and realty actions include: rights-of-ways, communication sites, land acquisition and disposal, Recreation and Public Purposes (RPP) actions, exchanges, permits, leases, withdrawals, and trespass.
Determining land ownership and status, reviewing applications and plans of development, conducting field examinations, and establishing and maintain case files
Responding to inquiries regarding laws, regulations and agency policies, and procedural guidelines for administering the program.
Preparing environmental documents for a wide variety of complex realty casework.
Conducting on-site compliance examinations on rights-of-way, permits, RPPs, and other use authorizations to assure compliance with terms and conditions.
Preparing lands and realty information for planning documents, plan amendments, and plan maintenance.
Providing reports on and monitors portions of the lands and realty Strategic Budget Plan.
Requirements

- REALTY POSITIONS ONLY-1170: Selectees w/less than 3 years exp. as a Realty Spec. (GS-1170) are req'd to attend a 3-part Lands and Realty Academy at BLM's National Training Center. Failure to complete/pass this Academy may result in your termination
Qualifications
For GS-05: Three (3) years of general experience, one (1) year of which was equivalent to at least GS-04 level in the Federal service.

Education: Four (4) year course of study in any field leading to a bachelor's degree.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate education.
For GS-07: One (1) year of specialized experience equivalent to the GS-05 level in the Federal service. Examples include experience that has provided a basic knowledge of the field of land transactions and realty. This includes land management and transactions policies, real estate regulations, laws, methods, and procedures pertaining to land classification, disposal, grants, leasing, and trespass in order to process a variety of land cases of limited difficulty.

Education: One (1) year (18 semester hours) of graduate level education DIRECTLY related to the work of the position.

A bachelor's degree with Superior Academic Achievement (SAA) (See OPM's General Policies, Application of Qualification Standards Section 4.f.) that included coursework DIRECTLY related to the work of the position.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education.
GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: experience that provided a working knowledge of the Bureau Lands Programs including: policies, regulations, laws, methods, and procedures pertaining to public land classification, disposal, grants, leasing, trespass, and internal workflow in order to process a wide range of cases.

Education: master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: experience that provided a full working and practical knowledge of the Federal Land Policy and Management Act, National Environmental Policy Act, Title 43 Code of Federal Regulations, Bureau manuals, policies, guidelines, realty reports and other pertinent laws and regulations to provide expertise and make appropriate recommendations for a variety of routine and noncontroversial realty transactions related to lands and realty case work, planning systems, compliance, environmental analysis, budget, and public outreach.

Education: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
GRADUATE EDUCATION: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands and Work Environment: The work is predominantly sedentary, in a typical office setting, although there is some walking, stooping, and bending involved when searching for records.
