This position is in the Media Bureau (MB), Audio Division (AD), Federal Communications Commission (FCC) located in Washington, DC. Relocation expenses will not be paid.

Duties
The incumbent serves as an Assistant Division Chief and as a recognized legal expert who provides consultative and advisory services to the Commission and staff on a variety of highly specialized and technical cable, broadcast, and satellite telecommunications issues, and on the adequacy of the Commission's actions to promote the vital interests of the American public as affected by the cable and broadcast industries. The Assistant Division Chief directly reports to the Division Chief and is held responsible for accomplishing work and/or projects assigned by the Division Chief. The incumbent participates with the supervisor in formulating, determining and influencing the proposed policies of the agency, taking into account concerns of other government entities, the interest of the public and regulated industries, as well as the stated views of the Commission and the Division Chief.

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.
Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements and the specialized experience requirements outlined below.
A. Education
You must meet the minimum basic educational requirements for Attorney positions.
Education requirements include: a professional law degree JD, LL.B., and/or LL.M.
If transcripts are not submitted at the time of application, a copy of the transcript must be submitted at the time of selection.
AND
B. Specialized Experience
Applicants must have a minimum of 4 years of professional law experience, including one year of specialized experience which must be equivalent to at least the GS-14 in the Federal service. For this position, specialized experience includes the following:
1. Experience overseeing and supervising subordinate staff. 2. Experience providing expert advice on legal issues affecting policy matters regarding various aspects of cable, broadcast television and radio, and/or post-licensing satellite services. 3. Experience overseeing enforcement rules for broadcast licensees. 4. Experience reviewing and determining the adequacy of testimony and comments on legislative proposals. 5. Experience formulating, determining, and influencing the policies of a Bureau/Office. 6. Experience using an FCC license management system (LMS) database system. 7. Experience demonstrating familiarity with radio industry developments.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
