The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.
Duties
The Sexual Harassment / Assault Response and Education (SHARE) Program Lead manages the Office of the Director of National Intelligence's sexual harassment and assault prevention, awareness, reporting, and response efforts. The SHARE Program Lead is the primary point of contact for victims, including conducting intakes, overseeing a 24/7 helpline, assessing victims' safety concerns, and other immediate needs to ensure victims are aware of, and have access to, a wide range of support services.
Plan, manage, and coordinate multiple substantive projects for Office of the Director of National Intelligence (ODNI) Senior Executives by reviewing, researching, writing/editing, coordinating, and collaborating on time-sensitive information, correspondence, papers, policy, and briefing materials in response to tasking and action items from internal and external sources.
Manage the DNI's SHARE Program (Sexual Harassment/Assault Response & Education) to ensure ODNI has a dedicated resource for officers who need to report sexual harassment or sexual assault; for managers who are often the first person an employee turns to if they have experienced or witnessed sexual harassment or assault in the workplace; and for all ODNI employees who are working to create a harassment-free workplace.
Plan, coordinate, and oversee the execution of SHARE program action taskings associated with SHARE and SHARE-related projects.
Provide leadership to identify situations and issues that could affect organizational equities and the status of multiple projects.
Oversee the review, planning, prioritization, development, and coordination of ODNI responses to SHARE program issues and activities.
Lead the planning, research, writing, and editing of talking points, correspondence, executive summaries, communications, presentations, and briefing materials needed by or that support the SHARE Program; oversee the planning and development of activity reports and summaries and edit and rewrite as necessary.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
Extensive knowledge of the ODNI, IC agencies' mission, organization, collection, and production responsibilities, as well as ODNI and IC administrative policies, procedures, and authorities.
Extensive knowledge of mission area daily operational topics, capabilities, and strategic intent, as well as project management concepts and principles.
Demonstrated oral and written communication skills to communicate effectively with key stakeholders throughout the IC and United States Government.
Demonstrated analytical, critical thinking and problem-solving skills, including the superior ability to interpret complex information from multiple sources.
Demonstrated interpersonal, organizational, and problem-solving skills, including the superior ability to develop working relationships and networks with internal and external managers and staff.
Demonstrated research, planning, and organization skills, and superior ability to manage changing and competing priorities under strict timelines while maintaining a high level of attention to detail.
Demonstrated ability to work effectively with ODNI leaders in a highly active, fast-paced, and demanding organization.
Must have or must complete National Organization for Victim Assistance (NOVA) certification within 6 months of taking the position.
Bachelor's Degree.
Desired Requirements:
Knowledge of primary prevention principles, sexual harassment and assault dynamics, agency and federal reporting requirements, principles and theories and community resources for sexual harassment and assault.
Knowledge of a wide range of essential support services and resources for victims of sexual harassment and assault.
Familiarity in working with individuals who have experienced trauma or victimization.
Education
Bachelor's Degree.
