This position is located within the Indian Affairs (IA), Office of Facilities, Property and Safety Management. The incumbent serves as the Supplemental Programs - Program Manager within the Branch of Asset Management. This position is responsible for managing a nationwide program to maintain Bureau-owned and/or maintained facilities to ensure that facilities are maintained in a sustainable, safe, functional, and cost-effective manner for the occupants and for the protection of the property.
Duties
The incumbent utilizes professional knowledge of facility management to provide oversight of Supplemental Programs, develops multi-year operating plans for assigned programs, and monitors program progress and overall compliance.
Oversees all assigned activities related to the Indian Affairs (IA) Supplemental Program to include identifying requirements, planning, budgeting, reporting, risk assessment, and compliance with laws, Executive Orders, policies, and guidelines.
Promotes the IA energy program to accomplish legislative goals and mandates, to include the Energy Policy Act, Energy Independence and Security Act, the DOE Federal Energy Management Program, and the Federal Sustainability Plan.
Processes alternative energy proposals for submittal to the Department.
Coordinates operational aspects of the IA Energy Management Plan to facilitate implementation across the organization and Annual Energy Data Reporting which is consistent with National policy and Departmental guidelines.
Coordinates environmental projects efforts with appropriate offices and programs to abate environmental hazards in accordance with environmental laws and regulations.
Develops plans to execute demolition or transfer of space no longer needed for Bureau of Indian Education (BIE) educational programs or Bureau of Indian Affairs (BIA) mission support.
Prepares annual and Five-Year Disposition/Excess Space Plan for IA, and coordinates transfer documentation with IA Property Management.
Coordinates across the organization ensure the Federal Real Property Profile (FRPP) Inventory reporting accurately reflects asset demolished or transferred to Tribes.
Oversees the Portable Classroom Buildings Program. Ensures that IA will construct, transport, repair, install, and relocate portable buildings at various sites.
Recommends strategic approaches to facilities asset management with respect to Supplemental Programs.
Assesses the progress towards achieving strategic plan goals and performance indicators and recommends changes to the procedures and processes to improve the overall Supplemental Program performance.
Serves as the Contracting Officer's Representative (COR) for contracts within the Branch in areas of program responsibilities.

Qualifications
.GS-13: In addition to meeting the basic qualifications requirements, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level that includes performing of the following: 1) strategic planning; 2) identifying requirements, planning, budgeting, reporting, and risk assessments associated with facilities management programs; 3) experience with reporting on environmental and energy data; and 4) experience in maintaining the overall compliance with laws, Executive Orders, Department policies and guidelines.
