The Supervisory Biomedical Equipment Support Specialist (BESS) at the New Mexico VA Healthcare System, within the HTM/Biomedical/Clinical Engineering Service, works in support of the HTM/Biomedical/Clinical Engineering Service by providing leadership, guidance, and supervision among assigned employees.

Duties

Lifecycle management of all medical systems such as imaging, life support, dialysis, and monitoring to include physical and network support. Completes both routine and complex assignments involved in the installation, maintenance, modification, troubleshooting, repair, and calibration of these complex therapeutic, diagnostic and life support medical devices and systems. Coordinates and works effectively with other facility support departments including but not limited to Facilities Management Service (FMS), Office of Information Technology (OIT),Sterile Processing Service (SPS), and Environmental Management Service (EMS). Specific asks include but are not limited to incoming inspections, regular and unscheduled maintenance, and planning for end-of-life replacement in conjunction with clinical services. Utilizes common test equipment including, but not limited to, electrical safety analyzers, oscilloscopes, patient simulators, pulse generators, network analyzers, and multimeters. Performs advanced testing and troubleshooting of medical devices and systems involving their interfaces and connections to information systems either directly or through the facility's hardwired and wireless networks. Adheres to Medical Device Isolation Architecture (MDIA)Guidelines in both pre-procurement and during system implementation. Loads operating system(OS) and clinical application software as needed. Executes VA guidelines when responding to network incident response (due to infection, loss of services or regional and local policy changes). Develops policy for the HTM/Biomedical/Clinical Engineering department and local facility as needed. Maintains functional knowledge of relevant safety codes and standards of regulatory bodies including but not limited to The Joint Commission (TJC), National Fire Protection Association(NFPA), Food and Drug Administration (FDA), Nuclear Regulatory Commission (NRC), Association for the Advancement of Medical Instrumentation (AAMI). Documents all work performed in the computerized maintenance management system (CMMS). This documentation is completed in accordance with regulatory body requirements, Healthcare Technology Management (HTM) Documentation of Services guidelines and other organizational requirements. Implements the HTM/Biomedical/Clinical Engineering Service training program, in-house cross training, and vendor training, to ensure that technicians are kept abreast of the changing technology as effectively as possible within the available resources. Maintains knowledge of the state of the art in medical technology, including scientific advances, network protocols, and vendor changes. Focuses on professional development in all areas of medical technology lifecycle management including technical skills. Knowledge and training are obtained from formal (conference, classes) or informal (magazines, articles, peer training) means. Provides training and education as appropriate to medical technology end users and clinical staff. Can represents the HTM/Biomedical/Clinical Engineering Service on committees and in meetings as delegated by Deputy Chief BME and/or Chief BME. Provides analysis, identifies, and plans workload among subordinates in accordance with established workflow and/or job specializations. Sets and adjusts short-term and long-term priorities and sets deadlines for completion of work as necessary. Revises work schedules to meet anticipated and unanticipated changes in the workload. Advises supervisor and other management officials as necessary on status of critical medical equipment that may adversely impact veteran care and/or access. Leads the team in assessing its strengths and weaknesses and provides leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes, productivity and quality). Develops performance standards for subordinates; evaluates work performance of subordinates using work order and other relevant data. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates will not be appointed under authority of 38 U.S.C chapters 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. See Chapter 2, section D, paragraph 5a. Experience and Education: Associates degree in Biomedical Electronics Technology, Biomedical Equipment Technology or Biomedical Engineering Technology or in a related technical field such as Electronic Technology or Information Technology AND two years of experience as a Biomedical Equipment Support Specialist, Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer, or Information Technology Specialist. OR, Bachelor's degree in Biomedical Engineering Technology or in a related field such as Electronics Engineering Technology (EET) or Information Technology. OR, Completion of a military training program in biomedical equipment and two years of experience as Biomedical Equipment Support Specialist or Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer or Information Technology Specialist. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Supervisory Biomedical Equipment Support Specialist Experience. At least one year of experience at the GS-12 grade level that demonstrates the technical competencies described at that level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (1) Ability to work independently to set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions to optimize quality, efficiency, performance, and productivity within the service. (2) Ability to develop policy; manage medical equipment life-cycle processes; and provide workload analysis in Healthcare Technology Management operations. (3) Ability to translate management goals and objectives into well-coordinated and controlled biomedical work operations. (4) Ability to perform the full range of supervisory duties which would include responsibility for assignment of work to be performed; assessments of competency; evaluation of performance; selection of staff; and recommendation of awards, advancements, and when appropriate, disciplinary actions. Physical Requirements: The work requires some physical exertion, such as long periods of standing, recurring bending, crouching, stopping, stretching, climbing, or similar activities, especially to work on stationary equipment with components that may be difficult to access. It requires recurring lifting of light to moderately heavy items typically weighing over 50 pounds, such as medical and test equipment, patient monitors, tools, and components. The work assignments will involve working in cramped and awkward positions which may be outside or inside, on elevated structures, and in cramped areas.
