Duties

If selected at the GS-09 level, the below responsibilities will be performed in a developmental capacity. Provides Quality/Technical expertise for all aspects of the Industrial Plant Equipment (IPE) program including the repair/rebuild mission and new machine acquisition function. Writes technical requirements for acquisition of new IPE (i.e. machining centers, waterjets, plasma cutters, furnaces, lathes, mills, grinders, press brakes, welding machines, heat treat furnaces, etc). Serves as an expert liaison throughout the IPE division, including contract specialists and others involved in the procurement of IPE parts and new machines. Reviews source data, characteristics, manufacturing and testing methods and requirements to determine material testing specifications and establish the requirements of the test parameters. Performs Quality Systems Management Visits to contractor facilities to participate in Contract Quality Assurance Inspections. Determines and initiates necessary product testing, inspection, and maintains item-specific data requirements. Addresses product related complaints related to the repair/rebuild of IPE (i.e. mills, lathes, boring machines, welding machines, heat treat furnaces, and grinders). Resolves quality concerns; coordinates investigations to identify the cause of the Product Quality Deficiency Reports or Reports of Discrepancies. Evaluates results of investigations and provides findings of the investigation conducted. Analyzes and develops data (e.g., purchase descriptions, military specifications, technical packages, drawings, catalogs, trade practices) to define electrical, mechanical, physical and functional characteristics and parameters of the IPE required.

Qualifications

To qualify for a Quality Assurance Specialist (Mechanical), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-09 level ,applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications ,and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-11: Knowledge of technical and quality assurance concepts, operating principles, and methodologies, and quality control practices related to the rebuild/retrofit and procurement of industrial plant equipment such as mills, boring machines, lathes, grinders, metal working machinery, metal-forming equipment/machinery, welding machines, heat treat furnaces etc. Knowledge of industrial plant equipment (i.e. lathes, drills, boring machines, metal working machinery, metal forming equipment/machinery, welding machines, heat treat furnaces) which includes pertinent quality characteristics, manufacturing methods and techniques, special processes, interrelationship of functional parts and sub assemblies, and measurement and test techniques. Demonstrated ability to determine industrial plant equipment product specifications and standards, production methods, techniques and processes required assuring product quality of assigned commodities during production, storage, maintenance or report phases. Working in an office environment with knowledge of Microsoft Office, Excel, Word, and SharePoint. Must be able to type. GS-09: Knowledge of technical and quality assurance concepts, accuracies and alignments, operating principles and measuring techniques, or quality control practices related to the rebuild/retrofit and procurement of industrial plant equipment such as mills, boring machines, lathes, grinders, metal working machinery or metal-forming equipment/machinery (such as press brakes, pipe benders, shears, welding machines, heat treat furnaces, plasma booths, blast booths, paint booths, etc.). Knowledge of industrial plant equipment (i.e. lathes, drills, boring machines, metal working machinery or metal-forming equipment/machinery, such as press brakes, pipe benders, shears, welding machines, heat treat furnaces, plasma booths, blast booths, paint booths, etc.) in any one of the following; pertinent quality characteristics, manufacturing methods and installation techniques, special processes, interrelationship of functional parts and subassemblies, and measurement and test techniques. Demonstrated ability to determine industrial plant equipment product specifications and standards, production methods, techniques and/or processes required assuring product quality of assigned commodities during production, storage, maintenance, or report phases. Working in an office environment with knowledge of Microsoft Office, Excel, Word, and SharePoint. Must be able to type. B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Such education must be in a major study of quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. GS-09: 2 years of progressively higher level graduate education leading to a master's degree or a master's or equivalent graduate degree. Such education must be from an accredited college or university with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11 and GS-09, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11 and GS-09.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
