The program duration is one year. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service.

Duties

You will serve in a developmental capacity as a Workforce Development Specialist, GS-0142-09, performing the following: Reviews investigations, incidents and complaints or audit events pertaining to the grants program. Notifies grantees regarding performance. Assists in preparation of grant summaries and implementation support for new grant programs, including new grantee orientations. Participates in compliance reviews for newly awarded grants. Performs administrative tasks within the workforce development program in Office of Workforce Investment (OWI); assists with executing responsibilities under the assigned program functional segment. Develops proposed regulations and policy guidance related to the administration of assigned programs. Prepares guidance responsive to the needs of the organization taking into consideration directives, regulations, guidance, policies, and related programs at local, state, federal levels. Provides policy guidance and technical assistance to regional and national program office staff. Provides advice and consultation to ETA officials and customers on workforce development issues and concerns. Provides technical assistance to grantees to assist them in accomplishing the goals and objectives of the grant by applying problem-solving techniques to address deficiencies. Identifies grantees' individual and collective training and technical assistance needs and arranges for such training and technical assistance within the parameters of available resources. Plans and develops workforce training programs and compliance with applicable policies and statutes. Recommends new approaches and alternatives to address current or anticipated problems. Negotiates acceptable agreements to resolve conflicts and controversial disputes in accordance with regulations. Evaluates grants, studies, and makes recommendations for program improvement and corrective actions for high-profile regional products. Conducts program-related training and reviews for monitoring and reporting on program performance. Assists in preparation of grant summaries and implementation support for new grant programs, including new grantee orientations. Prepares written summaries of grant activities and issues. Assists in the development of policy guidance and technical assistance resources for ETA grantees and workforce system stakeholders. Works with grantees to identify potential issues and conduct research on policy guidance and legislation. Provides information on workforce development grants, grant applications, and develops/delivers training for staff and grantees. Acts as a liaison between the Government and ETA grantees. Duties and responsibilities are essentially the same as the intervening grade level, GS-0142-11, and full performance level, GS-0142-12. The supervisor reviews incumbent's effectiveness and overall progression toward the full performance level. Promotion of the incumbent to the full performance level is at the discretion of the supervisor and is based upon an acceptable level of performance, availability of higher-level work, and availability of funds.

  • The entire duration of the Recent Graduate Appointment constitutes a trial period.
  • Appointees must sign a DOL Pathways Recent Graduate Program Participant Agreement.

Qualifications

Applicants must have graduated, within the past two years, (with an associate, bachelor, master, professional, doctorate, diploma, vocational, technical degree, or certificate, etc.) from a qualifying educational institution or career or technical educational program including registered Apprenticeship Programs, Peace Corps, AmeriCorps, Job Corps, Climate Corps). You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Recent Graduate - Workforce Development Specialist, as described below. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level (GS-7) for a two-graded interval position in the Federal Service. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level (GS-8) for a one-graded interval position in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-9 includes A, B, or C: A. SPECIALIZED EXPERIENCE: 1) Participated with higher level staff to develop and provide training to grantees and other customers; and 2) Assisted in the development of policy guidance and/or technical assistance resources for grantees. -OR- B. EDUCATION: 1) Master's or equivalent graduate degree. -OR- 2) 2 full years of progressively higher-level graduate education leading to a master's degree. -OR- 3) LL.B. or J.D., if related. COMBINATION OF EDUCATION AND EXPERIENCE: Appropriate combination of specialized experience and education as stated in A and B above. The combined total of specialized experience and education must equal 100%. Transcripts must be uploaded with your application to verify education.

Education

To be eligible for an appointment, you must meet requirement A or B.

A. Completed all requirements for a diploma, associate, bachelor, master, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution or career or technical education program (including registered Apprenticeship Programs, Peace Corps, AmeriCorps, Job Corps, Climate Corps) within the previous two years;
OR
B.
Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certification. You must submit an academic transcript from your academic institution showing the date that you most recently completed the academic requirements described above.
