This position is with the Bureau of Indian Affairs (BIA), Office of Indian Services (OIS), Division of Workforce Development. The incumbent will exercise supervisory and personnel management responsibilities of a team of Workforce Specialists and others in the Branch to implement, promote, coordinate, monitor and evaluate national employment, training and related services and programs pursuant to P. L. 102-477. There is one vacancy to be filled in either Washington, DC or Albuquerque, NM.
Duties
Leads a team of specialists to implement, promote, coordinate, monitor and evaluate national employment, training and related services and programs pursuant to P.L. 102-477.
Formulates and executes short- and long-range plans designed for the administration of P.L. 477.
Assists and advises the Division Chief on the planning, development, organization, coordination, implementation, and oversight of all aspects of the implementation of P.L. 102-477.
Serves as an expert on innovative job placement and training initiatives and programs, making presentations at conferences, meetings and with Tribes to relay innovative job placement strategies through the P.L. 102-477.
Leads coordination and manages processes with Federal agencies and within the Department to ensure timely and effective implementation of P.L.102-477.
Manages Branch evaluations and assessments, focusing on identifying and communicating best practices and outcomes.

Qualifications
GS-14:
To qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis: 1. Designing, managing, and evaluating workforce development and training programs to assess an organization's professional development and retention of employees; AND 2. Conducting analysis to identify and assess workforce competencies, characteristics, and trends.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
