ETA (Employment and Training Administration) contributes to the more efficient functioning of the U.S. labor market by providing high-quality job training, employment, labor market information, and income maintenance services primarily through state and local workforce development systems. ETA provides Federal grants and technical assistance to state and local levels that provide workforce development services to various populations. This position is inside the bargaining unit.

Duties

The Department of Labor defines Workforce Development as a combination of education and training services that prepares individuals for work and helps them improve their prospects in the labor market. These services may include job search assistance, career counseling, occupational skill training, classroom training, or on-the-job training. As a Workforce Development Specialist, your duties will include (but are not limited to) the following: Develops comprehensive knowledge of ETA programs and applicable statutes, regulations, policies, and ETA standard operating procedures. Interprets federal requirements and procedures for grantees to assist them to comply with Federal requirements. Conducts compliance reviews for newly-awarded grants. Supports development of Funding Opportunity Announcements (FOAs) and grant award roll out. Manages a grant portfolio within assigned program area(s) of moderate to high complexity, scope, and impact; conducts day-to-day grant management within assigned grant portfolio. Communicates federal and grant award requirements to grantees to ensure understanding of grant requirements. Effectively utilizes electronic grant management systems in accordance with established guidelines and protocols. Maintains grant files and adheres to grant management documentation requirements established in Employment and Training Orders (ETOs). Analyzes grant-related data, policy and program issues, and applies problem-solving techniques to address issues. Serves as a technical resource on workforce development programs interpreting policy pertaining to a full range of issues. Identifies grantees' training and technical assistance needs and arranges for such training and/or technical assistance. Conducts on-site or virtual technical assistance (TA) visits to grantee sites. Provides technical assistance to grantees on a full range of areas, such as grant compliance, subject matter areas related to the assigned grant portfolio, and performance reporting. Serves as a liaison between the Division of Strategic Investments (DSI) and internal/external stakeholders with a focus on supporting engagement and institutional capacity building efforts for key DSI industries. Develops technical assistance strategies to connect key industry stakeholders and investments through the amplification of sector strategies and partnerships. Acts as liaison between the Government and ETA grantees in collaboration with the Federal Project Officer (FPO). Engages in on-going communication with grantees and other internal/external stakeholders in order to establish a good communication protocol. Interacts with and presents to managers, grantees, and internal/external contacts on workforce development and industry activities to assess their needs, information, or assistance, resolve their problems, or satisfy their expectations. Facilitates and participates in regular meetings and workgroups related to assigned industry(ies) as well as other cross-divisional priority topics, as necessary. Prepares timely, accurate, and responsive documents such as fact sheets, work plans, briefing materials, and correspondence to various internal and external audiences. Assists in the development of policy guidance and technical assistance resources for ETA grantees and workforce system stakeholders. Assists in the development of internal standard operating procedures. Drafts sections of Funding Opportunity Announcements (FOAs) for supervisory review.

Requirements

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

You must meet the Specialized Experience to qualify for the Workforce Development Specialist, as described below. For GS-12: Applicants must possess 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level or GS-11 grade level in the Federal Service Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying Specialized Experience for GS-12 includes: Experience liaising and/or participating in diverse, multi-agency (federal/non-federal) cross-collaboration efforts related to specific industry engagement and stakeholders or related to Workforce Innovation and Opportunity Act (WIOA) Workforce Programs or other competitive workforce development programs. AND one or both of the following: Experience designing or providing direct training services to participants or technical assistance to grantees on grant compliance and grant performance reporting as it relates to the publicly-funded workforce system or other education or social service programs. -OR- Experience analyzing workforce development (e.g., WIOA Workforce Development Program or other education or social service programs) data and reviewing large amounts of information from a variety of sources to provide participants and/or grantees technical assistance, develop resources and deliverables (e.g., data visualizations, reports, talking points, presentations), and/or to problem-solve.
