The Phoenix VA Health Care System is recruiting an Administrative Officer position. This position handles administrative actions and supervises administrative personnel within Social Work Service.
Duties
The Major Duties include but are not limited to:
Performs budget administration functions.
The incumbent utilizes knowledge of financial management policies, guidelines, and best practices to provide overall budgeting and financial management for the service.
Manages the overall supply needs, service, material movement, and real property for social work service within the health care system.
Manages and tracks all equipment and supplies.
Ensures the monitoring of the environment of care of the service's clinical and administrative space.
Independently formulates plans for proper space utilization.
Incumbent may serve as a secondary ADP coordinator for the service and ensures compliance with least privilege requirements.
Responsible for coordinating and facilitating the function of all services, clinical and administrative, which interface with social work service.
Plans, develops, and executes assigned clinical service administrative management program needs.
Prepares reports to topics including but not limited to clinic utilization, clinic space utilization, access, equipment management, patient experience, and process improvement.
Assures that internal systems and procedures for carrying out the clinical service organization's administrative functions meet the requirements of balancing costs, benefits, productivity, and effectiveness.
Conducts studies, surveys, and interviews to gather information necessary to formulate policies, procedures, and strategies.
Collects, analyzes, interprets, advises on, and presents data and information for leadership decision-making in support of the Service's daily operations and long-term strategic planning.
Analyzes and reviews documentation procedures and controls, files, directives, forms, records control and disposal procedures and office automation and performs equivalent management information studies of limited scope and impact to the organization.
Serves as Action Officer between the Human Resource Management Office and the service line pertaining to all aspects of personnel management, reorganization/realignment, organization structuring, position management, and manpower utilization.
Participates in important administrative management planning and policy development affecting the service line.
Responsible for providing instruction as needed on specialized procedures, as well as preparation, content and assembly of staff actions.
Serves in the capacity of Contracting Officer Representative (COR). Social Work Service is responsible for 30+ contracts across multiple programs.
The incumbent serves as the supervisor for administrative staff in the Social Work Service line; administrative and technical supervision.
Work Schedule: Monday - Friday, 7:30am - 4:00pm.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. (One day per week maximum).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Program management, planning policies and procedures; overseeing daily administrative management; building systems to meet policy requirements; budget control; supplies and resources procurement; personnel responsibilities; playing a key role in supporting leadership on administrative issues. . Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such degree OR an LL.M., if related. (Transcript documentation required).. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's Degree.

Physical Requirements: The work is primarily sedentary in nature. There are occasions when the incumbent will be required to walk to different areas of the facility in the course of performing their duties.
