The primary purpose of this position is: To serve as the North American Aerospace Defense Command (NORAD) and US Northern Command (NORTHCOM) (N&NC) Joint Current Operations Center (JOC) Chief Training Section, JOC Operations Division.
Duties
JOC subject matter expert and specialist for Continuation Training (CT), Mission Qualifications Training (MQT), and Primary Line Instructor (PLI) certification programs.
Provides advisory services to managers, supervisors, and employees on Continuation Training (CT), Mission Qualifications Training (MQT), and Primary Line Instructor (PLI) Certification Program(s).
Conducts and leads studies and initiatives to improve program(s) and/or influence policy changes for assigned functional areas that typically involve long-range, highly complex, and often sensitive topics.
Within the assigned level of duties and responsibilities, maintains a mission-ready status by certifying as a domain watch stander and conducting proficiency shift watches in the NORAD-USNORTHCOM Joint Operations Center.

- This position will support the JOC as a proficiency shift (ProShift) crewmember in execution of the commands' bi-national mission sets.
- In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.

This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
This is a KEY position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/ contingency operations. In the event of a crisis situation, the incumbent must continue to perform the duties until relieved by proper authority. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national security emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of a key position and requires that the incumbent be removed from any military recall status. Based upon a written request from NORAD and USNORTHCOM, the Reserve personnel centers will move selectees/incumbents from the Ready Reserves to the Standby or Retired Reserves or discharge them under 10USC 271 (b).
Designated Proficiency Shift (pro-shift) position. This position is Designated JOC pro-shifter positions will complete Initial Qualification Training, JOC Mission Qualification Training, Mission Certification Training and/or JOC on-the-job training, depending on specific position requirements. As a condition of employment, the incumbent is required to maintain certification with annual evaluations. As part of maintaining crew qualification, pro-shifters will work at least two (2) day shifts, two (2) swing shifts, and two (2) mid shifts every six (6) months. For crew positions maintaining a 12-hour watch schedule, pro-shifters must work at least two (2) day shifts and two (2) mid shifts every six (6) months.
Physical/Medical examination is required as a condition of employment for pre-employment and as required, during employment. Incumbent must meet the requirements specified on the DD Form 3207, Certificate of Medical Examination and be able to continually perform the physical requirements of the duties. Any physical/mental condition that would cause the applicant to be a hazard to themselves or others is disqualifying.
Employee may be required to work non-traditional duty hours and/or be "on call" after normal duty hours, which may include evenings, weekends, and holidays. Shift work is necessary during exercises, crises, or contingencies. Incumbent may be required to support extended hours and 24-hour operations as directed.
YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of my specialized experience include expert knowledge of a wide range of qualitative or quantitative methods and reporting to drive directorate level decision making and improve complex management processes, systems, or program effectiveness; Master knowledge in the mission concepts and principles; DOD military command and control operations, geographical areas or responsibility as pertains to the geographical Commands, multi-domain combat operations at both strategic and operational levels of war; Knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on programs to meet continuation training goals and objectives within available resources.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of combatant command current operations federal laws, executive orders, regulations, policies, directives, principles, and practices governing the administration of related instructor certification, on-the-job and continuation training programs in order to ensure an operationally trained and ready crew; Knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on training programs to meet goals and objectives within available resources.
Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures across the organization's (i.e., NORAD and USNORTHCOM) enterprise, which assists in focusing continuation training on Commander priorities; Knowledge of military air, land, maritime, cyber, and space concepts and principles, DOD military command
and control operations, command and control of air, land, maritime and space combat operations at both the strategic and operational levels of war.
Skill in administering training programs to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for improvements of programs and the resolution of problems, with specific linkage to a robust, responsive and tailored continuation training program; Skill to negotiate and defend ideas and support operational and training concepts.
Skill in communicating both orally and in writing to provide consultation, informational briefings and recommendations to management, lead team studies, and establish and maintain effective and positive working relationships; Ability to apply expert level analytical and evaluative training implementation and tracking methods, including a wide range of qualitative and quantitative techniques, in order to utilized the most modern and efficient tracking and trend identification to focus continuation training.
Ability to effectively manage and organize training program activities and tasks, singular and together, using knowledge of administrative requirements at the Command level; Ability to assemble, compose, organize work and meet deadlines.
Ability to execute plans for exercises and to evaluate and analyze exercise results.
