About the Position: Works under the general direction of the Branch Chief. Receives an outline of objectives to be achieved and policies to be followed. Plans details of work in compliance with applicable regulatory controls and instructions. Accomplishes work independently, coordinating priorities, and deadline for the day to day workflow with the Branch Chief. Workload evolves from daily operations and personal responsibilities.
Duties
Incumbent serves as organization's expert for the automated Corps of Engineers Financial Management System (CEFMS).
Serves as the CEFMS point of contact for the Branch. Provides assistance in processing Purchase Requests and Commitments (PRandC'S) within the automated system/documents.
Serves as a liaison between the Branch and the Project Managers/Project Analyst in assuring that all CEFMS data is processed correctly and in a timely manner.
Serves as the clerical and administrative focal point for the Branch and subordinate section/units.
Obtains information and provides interpretation of regulations, ensuring uniformity in policies and procedures.
Serves as the immediate source of information for the Branch concerning personnel issues including initiating personnel actions, incentive awards, training, providing advisory service for benefits, pay issues, leave, etc.
Maintains organizational personnel records, as deemed necessary, for Branch personnel, ensuring most accurate personnel actions are initiated and completed, and provided to employees
Assists delegated Hand Receipt Holder for the Branch, to ensure property is accounted for and utilized in the office.
Maintains a database for assigned branch accountable property, updating as necessary.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A qualified typist is required.
- The duties of this position require occasional temporary duty (TDY) travel.
- This position requires a typing proficiency of at least 40 words per minute (WPM) based on a 5 minute sample with 3 or fewer errors.

Minimum Qualifications for GS-04:
General Experience: One year of general experience. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled, such as, timekeeping, filing, drafting correspondence, inputting data into automated systems, or utilizing technical program applications such as Microsoft Outlook, Microsoft Word, Microsoft Excel and Microsoft PowerPoint.

Education: Two years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of by 60. Add the two percentages.
