WHAT IS THE TAXPAYER SERVICESDIVISION?

Vacancies will be filled in the following specialty areas:
Taxpayer Services Customer Assistance, Relationship and Education: Stakeholder Partnerships, Education and Communication (SPEC): Area 3
The following are the duties of this position at the full working level.
The incumbent assist in developing leveraged partnerships with state and local/community organizations, as well as state and local government entities that serves targeted taxpayer populations. Utilizes consultative sales skills to develop leveraged partnerships.
Participates in developing, recommending and implementing marketing plans, including targeted key messages, information dissemination methods, and optimum communication vehicles. In addition, develops and recommends effective, research driven marketing strategies for agency programs, products and messages.
Participates in providing guidance and assistance to educate taxpayers on the prevention of future delinquencies and the avoidance of compliance interventions. Issues include documentation retention requirements and any reconstruction of missing information from taxpayer records and determination of the basis of assets or investments.
Assist in planning, preparing and conducting, or arranging for leveraged partners to conduct, a variety of innovative and customized seminars, speeches, workshops and feedback sessions that highlight IRS benefits and emerging issues and new legislation to targeted audiences. Delivers objectives through a diverse portfolio of partners requiring customized marketing strategies to promote voluntary compliance.
Participates in providing technical tax law guidance, by conducting, or training partners to conduct, seminars, speeches, workshops and one-on-one feedback sessions that highlight IRS services, products and pertinent tax law modifications to targeted audiences to promote voluntary compliance.
Participates in conducting technical studies and surveys to evaluate marketing efforts for demographic or customer segment assigned in order to measure and maintain quality of tax products and information disseminated. Implements or adjusts marketing practices or techniques according to data collected and/or customer feedback related to agency compliance activities.
Assists in implementing marketing and communication plans, including targeted key messages, information dissemination methods, and optimum communication vehicles. Coordinates technical activities to plan and resolve issues regarding marketing/promotional ideas. Upon request, provides feedback to management in the form of written reports regarding marketing events and marketing program effectiveness. Serves as the tax law and marketing resource for product development.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-5 LEVEL: You must have 1 year of general experience, one year of which was equivalent to level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. General experience for this position includes: Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; Planning and organizing work; Communicating effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other non-specialized tasks) is not creditable.
OR
Four-year course of study in any field leading to a Bachelor's or higher degree, in an accredited college or university.
OR
A combination of qualifying education and experience equivalent to that described above.
SPECIALIZED EXPERIENCE: GS-7 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience includes: Experience assisting with developing and promoting marketing products, services, and communication plans for the purposes of disseminating material and informational products for the purpose of educating customers, taxpayers, and/or partners on various matters. Experience establishing and maintaining effective relationships, making oral presentations, and producing written products.
OR
One full academic year of graduate education in a related field.
OR
Superior Academic Achievement may be met by having a Bachelors degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society.
SPECIALIZED EXPERIENCE: GS-9 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience includes: Experience with the development and promotion of materials to customers, taxpayers, and/or partners through the planning and implementation of marketing and communication plans, as a means to inform and educate customers, taxpayers, and/or partners on various matters; Experience establishing and maintaining effective relationships; Experience making oral presentations and producing written products.
OR
Master's or equivalent graduate degree in a related field of study.
OR
Two years of progressively higher level graduate education leading to master's or equivalent graduate degree in a related field of study.
OR
LL.B. or J.D., if related.
OR
A combination of qualifying graduate education and experience as described above
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
