This vacancy is for an Ethics Program Specialist in the Office of the Secretary within the Department of Commerce.
Duties
As an Ethics Program Specialist, you will perform the following duties:
Manages an ethics-related program and/or financial disclosure program and the electronic financial disclosure reporting system. Processing, reviewing, and analyzing confidential financial disclosure reports (OGE Form 450) and public financial disclosure reports (OGE Form 278).
Conducts research and analysis relating to Federal ethics laws and regulations and counseling and advising employees, and former employees regarding routine Federal ethics laws and regulation queries.
Researches specific legal issues; gathers data on corporations, mutual funds, and other financial interests; searches opinions of the Office of the General Counsel for precedent regarding identified issues; and drafts advisory memoranda on ethics issues.
Recommends and implements policies, systems, and procedures for maintenance and functionality of the financial disclosure reporting system. Assists in developing, administering, and implementing programs for training Department employees in ethics laws, regulations, and policies.
Assists in developing informational materials to explain the laws, regulations, and policies governing all bureau employees' financial interests.
Provides advice to employees concerning regulations and statutes on financial disclosure, gifts, invitations, travel payments from non-Federal sources, and other ethics regulations.
Provides technical assistance and feedback to all queries, meets deadlines, and establishes due dates for filers and managers.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 (or equivalent pay band) level in the Federal service. Specialized experience is defined as:
Managing an ethics-related program and processes; reviewing and analyzing financial disclosure reports; conducting research, and analyses, and gathering and compiling data.
To qualify at the GS-13 level:
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 (or equivalent pay band) level in the Federal service. Specialized experience is defined as:
Managing a financial disclosure program and an electronic financial disclosure reporting system, reviewing and analyzing financial disclosure reports; and conducting research and analysis of data.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
