Serves as the senior logistics management officer for a VA HCS (with multiple sites of care) and supported catchment area, integrating acquisitions and procurement, logistics and related support and services for the supply chain, expendable/non-expendable (EX/NX) and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction.
Duties
Major duties and responsibilities include but are not limited to:
Plans and manages all levels of supply chain activities involved in sourcing, procurement, and logistics management.
Exercises knowledge of agency program planning, funding, and management information systems.
Plans forecasts and executes budget for healthcare resources and services.
Oversees, guides, manages, and integrates supply chain operations across the organization, including planning and coordination with fiscal, acquisition, clinical and administrative operations.
Performs broad and comprehensive formal studies of benefits, impacts, characteristics, and problems associated with logistics policy.
Conducts audits, compliance reviews and program effectiveness and efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives, and procedures.
Serves as the liaison to the VISN, OAL&C and the VHA Procurement and Logistics Office.
Establishes, maintains, and promotes VA HCS and supported catchment area logistics personnel training and professional development programs, which are integral to the success of the logistics program.
Conducts strategic planning and quality management of the equipment and leasing programs, including coordination of VA HCS and supported catchment area activations and major purchases

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manage the development, coordination, and implementation of enterprise-level expendable commodity-based requirements, leading the sourcing and acquisition strategy for medical surgical expendables in support of clinical operations at federal or commercial healthcare settings. Continuous utilization of federal and medical supply chain policies and leading practices as a delegated authority. Continuous utilization of VHA systems and ordering processes and understanding of Federal Acquisition Regulations (FAR). Directly advise executive leadership as a subject matter expert on mission critical commodities initiatives and supply sourcing. Direct and manage acquisition programs in full cycle development of various projects through collaboration with cross-functional teams.

Physical Requirements: There are no special physical demands. The work is performed in an office setting involving everyday risks or discomforts. Normal safety precautions are adequate.
