The incumbent of the position works in the Director of the Office Small Business Program (OSBP), Washington Headquarters Services (WHS) and reports directly to the OSBP Director. Assists the OSBP Director in managing the Small Business Program at WHS ensuring small businesses achieve maximum practical participation in WHS' acquisitions.

Duties

Incumbent typical work assignments may include the following: Provides guidance and support on small business matters to members of the WHS acquisition Directorate and customers receiving WHS acquisition support. Support the Director of the Office of Small Business Programs in implementing small business program policies and procedures. Prepares business briefings and presentations and prepares and analyzes reports, responses to queries, justifications, and papers on the technical aspects of areas of expertise and assignment related to small business matters. Contributes to the development and implementation of education and training. Monitors the review of prime contractors' subcontracting plans and provides assistance to contracting officers in monitoring contractor performance.

  • The incumbent will be required to become certified at Level III in the Contracting career field within 24 months, unless a Position Requirements Waiver is approved to extend the 24 months
  • In accordance with the provisions of OGE SF 450, the incumbent of this position is required to submit initial and annual confidential statements of affiliations and financial interests
  • The incumbent must continuously qualify for an unlimited Contracting Officer warrant and exhibit the knowledge, judgment and temperament associated with that position of responsibility
  • The incumbent must be able to obtain and maintain a SECRET clearance
  • The incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft

At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. All applicants must provide a copy of their transcripts at time of application. Failure to provide this information will result in disqualification. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: Working independently applying and interpreting knowledge of federal procurement small business laws, regulations, policies, and procedures governing the pre-award, award, and post award contract phases; and Managing and monitoring small business program activities; and Forecasting procurement program needs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. If you are currently or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you MUST disclose that to the Human Resources Office.
