The purpose of this position is to serve as the Deputy Chief Nurse Executive in the hospital with supervisory and management role over the Acute Care, Outpatient Clinic, and Specialty Clinic: providing leadership, direction and management in the planning, development, implementation and evaluation of the hospital's nursing program in a manner that provides quality care; maximize human, material resources and includes participation with the service unit and hospital management activities.
Duties
Implements an effective, on-going program to measure, assess, and improve the quality of nursing care delivered to patients. Formulates and implements plan of action to effectively utilize resources.
Prepares reports on activities of the nursing program to service unit to supervisor and leadership.
Develops and maintains criteria for standards of nursing care and for procedures to audit compliance with established standards.
Implements changes in existing programs and develops new programs to meet emerging needs.
Provides administrative leadership and oversight for the professional practice of nursing. Oversees and addresses staffing issues, performance issues, and disciplinary actions.
Qualifications

Education
A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education(external link), Council on Accreditation of Nurse Anesthesia Educational Programs(external link), Accreditation Commission for Midwifery Education(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.
Licensure
For all grade levels and positions, applicants must have passed the National Council Licensure Examination(external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Basic Requirements for the GS-13 (or equivalent) Grade Level
In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level (equivalent to the GS-12 grade level).
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level (equivalent to the GS-12 grade level) in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Directly responsible for nursing executive leadership decision making, operational management and oversight authority at the Deputy Chief Nurse Executive level in a hospital setting for divisions and departments of nursing practice. Oversees staffing issues, disciplinary actions, budget development; ensures nursing staff follows professionally set standards, including state and federal regulatory requirements to maintain hospital accreditation; provides leadership and direction to nursing programs ensuring evidence-based practice, safe and quality patient care. Have at least one year of experience as a Nurse Supervisor of a Hospital Inpatient Department or as a Nurse Supervisor of an Outpatient nursing department or as a Nurse Supervisor of a Nursing Department, with full responsibility for policy development, scheduling, recruitment of staff, interviewing and hiring staff, initiating and rating of performance appraisals, rendering disciplinary actions and management performance of contracted staff.
Time In Grade (Merit Promotion Candidates Only)
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
