Duties
Serves as the Quality Assurance Group Deputy Director and provides administrative and technical supervision to the quality assurance staff within the QA Group.
Responsible for the direction and management of the Quality Assurance program involving a large number of facilities engaged in production and manufacturing of a variety of programs of a complex nature.
Delegates, reviews, and approves work products of subordinate staff and provides technical guidance as needed.
Reviews quality assurance processes (e.g., surveillance execution, identifying contractual technical deficiencies) to establish or reassess goals to identify impediments, and to determine needs for changes in direction.
Provides expert QA guidance and oversight to the group on contractor product assurance and quality assurance management processes and their impact on the DoD acquisition process.
Provides insightful program technical performance analysis and reporting; and gathers, analyzes, and integrates multi-dimensional data into actionable recommendations for leadership.
Establishes long and short-range team goals and objectives, approves, or validates execution plans, priorities, schedules, and resource/budget requirements

Qualifications
To qualify for a Supervisory Quality Assurance Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Utilizing quality assurance concepts to plan, develop and implement direction and guidance for a Quality Assurance Program.
Advising on complex or unprecedented quality assurance problems which may require the development of new techniques, procedures, or changes in Agency policy.
Serving as an advisor to senior leaders, Directors, Commanders, contractors, contracting officers, etc., in the capacity of subject matter expert on quality assurance processes.
Establishing effective interpersonal relationships and coordinating corrective actions involving higher echelons.
AND
B. CAP Requirement: 4 years of acquisition experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
