The primary purpose of this position is to perform the duties of the Project Officer/Contracting Officer's Representative (PO/COR) for the Networked Training Center (NTC-L) flight simulator support contracts.

Duties

Provides technical expertise in the acquisition, modification, and management of assigned aircrew training devices (ATDs) and their associated services contracts. Conducts or assists others in the development of audit programs and conducts on-site auditing of the contractor's programs and records. Represents the Squadron or the Command at meetings involving technical planning and/or presentations related to the development or requirements of related contracts. Provides perspective to Project Manager and management officials concerning supportability, maintenance requirements, and technical merit or modifications to existing training systems. Serves as the primary interface between the 56 TRS/NTC-L, the NTC-L support contractor, and the Air Force. Supervises assigned Quality Assurance Representatives. Determine training needs and On-The-Job/special training material.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Quality Assurance Series, 1910. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of established concepts, procedures, principles, practices and techniques for quality assurance and skill to plan, develop, and implement quality assurance surveillance plans (QASP) for contractor services on aircrew training devices/systems. Broad knowledge of Air Force and DoD acquisition functional responsibilities and procedures. Comprehend the role of quality assurance to integrate/coordinate quality program efforts with other functional disciplines such as engineering, procurement, configuration management, training operations, logistics, and test and evaluation. Skill in applying established statistical quality control plans and methods for operations concerned with maintenance, repair, modification; and operation of training devices and/or related hardware/software systems in order to develop and implement Quality Assurance Surveillance Plans for the particular devices/systems involved. Working knowledge of maintenance and repair procedures, configuration control procedures, security and safety programs, operating characteristics and contractual requirements for training devices and system such as Simulators; computers, visual systems, pneumatic/hydraulic, and electrical systems, as well as radar landmass systems to assure proper assessment of contractor performance. Knowledge of conventional fact-finding or investigative techniques, and skill in developing, reviewing, analyzing, and evaluating facts relative to unsatisfactory conditions or trends, and in preparing documented reports of findings. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. This education was obtained in an accredited college or university. Major study is in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to this position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.NOTE: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Practical knowledge of aircrew training systems and devices, maintenance procedures and the Automated Technical Order Management System (ATOMS) and requirements. Practical knowledge of pertinent product characteristics and applicable production maintenance (associated with NTC-L), or repair methods and processes. Ability to apply quality assurance/control methods, principles, and practices; includes statistical analysis and sampling techniques to interpret and determine success/failure of contractual obligations. Ability to interpret and apply product specifications, technical data, regulations, policy statements, and other guideline materials to assigned contracts. Includes knowledge of Contractor Logistical Support (CLS) and contract procedures. Skill in conducting studies, investigations, problem analysis, and developing logical; documented recommendations to support Statements of Work and document contractor's quality assurance plan in maintaining equipment or products associated with NTC-L and Aircrew Training Devices. Skill in establishing effective interpersonal relationships. Skill in interpreting, testing, and measurement techniques associated with NTC-L and Aircrew Training Devices (ATDs). Ability in written and Oral communications to assist in the preparation of formal and informal briefings point and position papers, reports, and other required /associated correspondence. Ability to apply applicable policies and procedures related to logistical support, configuration management. and contractual requirements and quality control contractual agreements. Ability to initiate policies, plans, organize work projects, and meet established milestones for acquisition, development, modification, test, and acceptance of Training Systems. Practical knowledge arid skill in assessing electronic systems, equipment. and instruments to ensure Aircrew Training Devices correctly reflect operational aircraft functions and situations. Knowledge of acquisition, contractor evaluation, and International Organization for Standardization (ISO)/ American National Standards Institute (ANSI) quality requirements sufficient to serve as an Air Force (AF) Project Officer (PO), Quality Assurance Representative (QAR), Contracting Officer's Representative (COR), or Government Task Leader (GTL). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
