Duties

This Transportation Security Specialist position is located Policy, Plans and Engagement, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Serves as the agency's liaison and principal technical point of contact for industry stakeholders, managing Transportation Security Administration's (TSA's) regulatory relationship and communications with industry stakeholders and technical expert on TSA aviation security policy and regulatory programs, including but not limited to the Foreign Air Carrier Model Security Program (MSP), Aircraft Operator Standard Security Program (AOSSP), All Cargo International Security Program (ACISP) and Full All-Cargo Standard Security Program (FACAOSSP). Manages the security regulatory policy process for Amendments, Alternate Procedures, and other regulatory policy actions, to include providing technical recommendations substantiated by regulatory analyses and security policy justifications to inform the agency's policy decision-makers and issues regulatory policy documents and other official communiques to regulated entities and provides regulatory guidance on their implementation as needed, also ensures the International Industry Representative and Engagement Branch's (IIREB's) tracking systems/databases are up-to-date and accurate for all actions for which she/he is responsible. Provides security policy and regulatory oversight of regulated entities', implementation of TSA security programs and other regulatory requirements, which includes oversight of the implementation of TSA regulations and other security requirements by non-U.S. air carriers with operations to/from the United States, U.S. aircraft operators with international operations, and covered foreign repair stations. Serves as the principal TSA air carrier liaison during security or terrorist incidents (from various sources) and collects relevant and critical information on such incidents in order to draft and submit timely and accurate Situation Reports. Applies the IIREB's Master Work Plan (MWP) methodology and uses other risk-based tools to schedule and conduct required industry engagements. Establishes an annual budget and manages the funds necessary to carry out assigned duties, including scheduled travel to complete MWP requirements, other required travel, and other necessary expenses to execute the budget throughout the fiscal year, including monitoring expenditures and making adjustments as necessary by applying for official reallocation of funds.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Applying international rules, regulations, and policies governing transportation security programs and operations; and Providing technical advice on aviation security violations/issues; and Identifying and alleviating threats to the transportation organization and preparing reports detailing the analysis and evaluation. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
