This position is nationally standardized and receives guidance on and oversight of program requirements from VHA, Office of Academic Affiliations (OAA)-the single Department of Veterans Affairs office that oversees the statutory obligation to train health care professionals for VA and the nation. OAA collaborates closely with many other VA and VHA offices, over 1,400 health professional schools, colleges and universities.

Duties

-Established the role of Disbursement Coordinator and provides the policy for use of disbursement agreements with academic affiliates. -Provides subject matter experts knowledge of VHA Handbook 1400.05 and the Resident Disbursement Procedures SOP; serves as the facility EARSs champion on training, national OAA calls and surveys. -Uses EARs record data and analysis to recommend redistribution of resources, forecast HPT position allocation needs for subsequent academic years and formulate long range budget needs and excess. -Manages the special purpose academic fund from OAA and HPT reimbursement processes with the affiliate; synthesizes data, trends opportunities etc. for presentation to facility leadership, OAA or academic organizations using graphs, flowcharts, and other techniques. -Validates complex calculations for accuracy of reimbursement of trainee activity with analysis of relevant documentation; evaluate and determine the scope and intensity of verification methods for each program to minimize risk to organization while maintaining efficiency. -Completes and reviews the monthly EARs consolidation and calculations to ensure accurate educational activity reimbursement. Works directly with the VA HPE site and program directors to collect required documentation of didactic, call, conference and leave schedules for reconciliation with the affiliate invoice. Accesses online IT learning management systems used by the affiliate to verify HPT training schedules (such as New Innovations, MedHub, or other.) -Receives applicable clinical and educational (work hours) activity record data from clinical services with HPT rotations covered under a DA. Receives invoices from the academic affiliate institution and facilitates reconciliations between the VA HPE service/section and the affiliate academic and finance offices. Reviews and adjusts clinical and educational activity record data (work hours) documents to reflect accuracy in attendance, leave and calculations. -Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources, OAA reports, or special projects. Facilitates performance measure goals by developing studies and evaluations for suspense items, accreditation standards, needs assessments/surveys, white papers, academic presentations, grant proposals, and special purpose budgetary requirements. -Advises HPE management and OAA's informed decision-making processes with the research, collection, compilation, analysis, presentation, and management of data and HPE program information. -Maintains awareness of new policy related to budget, personnel, and procurement to provide analysis, training and recommendations to enhance HPE operations. -Anticipates obstacles to operational management that are likely to interfere with the accomplishment of objectives; takes or recommends the necessary action to prevent their occurrence. -Conducts oversight and analysis of (non-DA) HPE service budget and account balances, pending items, trends, and reporting requirements; assures expenditures are appropriately requested, authorized, and documented to ensure critical timelines are met, avoid delinquent obligations, identify opportunities and utilize funding according to budget plans. -Formulates and proposes process improvement strategies or cost-effective solutions; multiple fund control points for HPE programs are complicated by divergent timeframes (academic & fiscal years, HPE program duty/hour requirements and start/end dates) -Submits the Quarterly Needs and Excess (NE) reports to OAA for redistribution of returned funds across programs to accommodate national changes in priorities. -Administers and oversees HPE contracts per directive 1400.10 Healthcare Resources Contracting: Educational Cost Contracts (ECC) to support VA's proportional share of expenditures from academic affiliates; performs audits of contract invoices and certifies and approves expenditures working directly with the VHA contracting office as a Contracting Officer's Representative, when needed. Works closely with the academic affiliate, educating staff on federal fiscal policy and providing guidance throughout developing and executing of contracts. Provides data and analysis to HPE management to brief VA medical facility leadership on the benefits of educational cost contracts with affiliates and implications on the facility and special purpose budgets. -Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Physical Requirements: The work is sedentary, although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas. The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required.
