The incumbent provides support in the planning, coordination and execution of administrative policies, programs, and operations of the Syracuse New York VAMC in Network 2. The incumbent provides assistance to the Chief of Staff on Medical Center operations and serves as a member of the management team in the assessment of current operations and the development of new programs and policies.
Duties
Administrative Support to Clinical Care Lines
Provides support and acts as liaison to assist the Chief of Staff in providing direction to the clinical Care Lines (Medical VA Care Line, Behavioral VA Care Line, Diagnostic and Therapeutic Care Line and Geriatric Extended Care Line).
Serves as the nexus between the clinical and administrative policies that will ultimately affect patient care.
Provides administrative support to senior leadership and may take direction from any member of the Quality Management team.
Management Improvement Studies
Analyzes management techniques, processes, and styles for improving organizational effectiveness.
Studies and implements management improvements in administrative and clinical areas identified through such means as internal control reviews, and management studies.
Analyzes complex and critical data through the use of advanced analytical techniques.
Designs complex studies and implements and oversees the conduct of studies.
Based upon analysis recommends remedial actions and presents work to senior leadership of the Syracuse VAMC.
Uses a variety of improvement methodologies to analyze the pertinent data, summarize the problem and make recommendations for action to the Chief of Staff.
Forms work groups to address problem areas, collects data referring to the problem, identifies external benchmarks or best practices, and submits reports with final recommendations to the chief of Staff and the governing body.
Serves on various tsk groups, councils and committees at the request of the Chief of Staff.
Serves as the facility's point of contact in national systems patient flow initiatives including serving as a national system redesign point of contact and as a VISN Advanced Clinic Access coach in the national ACA coach's college.
Monitors and creates systems to ensure that all national, VISN, and local patient access directives and policies are being adhered to and works with care lines to develop corrective courses of action to bring programs back into compliance.
Business Opportunities and Revenue Enhancement
Serves to maximize the fiscal viability of the clinical lines in a variety of way.
Serves on the Revenue team whose responsibility is to establish means to contract for excess capacity and establish sharing agreements.
Monitors the the clinical Care Lines' contributions to problems in the billing cycle times and capture of workload.
Advises the Chief of Staff on specific courses of action and provides reports for both the Chief of Staff and Network, as required.
Strategic Planning
Serves as a member of the Strategic Planning Committee whose responsibility is to enable the Syracuse VAMC cope successfully with the changing health care environment.
Assist with planning functions, including the collection of required information and materials, works with the VSSC to create customized facility reports, and the establishment of specific strategies.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirements
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience
(for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
You may qualify based on your experience and/or education as described below:
Specialized Experience GS 13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: specialized knowledge and demonstrated skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; skill in training, facilitating, and managing cross-disciplinary teams that are working on sensitive, confidential matters and making decisions with large degrees of uncertainty; skill to plan , organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
