This position is located within the National Institutes of Health (NIH), Office of the Director (OD), Executive Secretariat (ES) office, in Bethesda, MD.
The Executive Secretariat (ES), located within the Immediate Office of the Director, supports the NIH Director's and Principal Deputy Director's responsiveness, decision-making, meeting participation, and official records.
Duties
This position is in the Program Integration and Business Operations Team of the NIH Executive Secretariat. Duties include but are not limited to the following:
Provide administrative and program support to the organization including meeting management.
Prepare and coordinate responses to a variety of internal and external correspondence and data calls.
Develop and implement plans and strategies for the integration of day-to-day and long-range projects.
Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
Analyze program performance data to identify issues and make recommendations for improvement.
Provide comprehensive support and coordination of emerging IT updates and enhancements.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
In order to qualify for a Program Specialist, GS-0301 position at the GS-11 level, you must have:
Completed a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related;
OR
One year of qualifying specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: interpreting the impact of laws and regulations impacting existing policies; reviewing and drafting internal policies and procedures supporting operations in an organization; conducting assessments or reviews and providing initial findings; responding to inquiries concerning organizational projects and activities; applying evaluative methods and techniques to issues or studies.
OR
A combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.
In order to qualify for a Program Specialist, GS-0301 position at the GS-12 level, you must have:
One year of qualifying specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing and managing internal policies and procedures supporting operations in an organization; conducting assessments or reviews required for the completion of an administrative project; responding to inquiries concerning organizational projects and activities; applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
