THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This position is for a Public Health Technician, Position Description Number D1723000 located at 116 MDG, Robins AFB, Georgia This is a full-time, Excepted Permanent, dual status position which requires Georgia Air National Guard Membership. Area of Consideration: Nationwide to members of the Air National Guard, Air Force Reserve or Active Duty Air Force.

Duties

As an Public Health Technician, GS-0640-08, you will: Develop plans, procedures, goals and objectives in support of the Aerospace Medicine and Force Health Management Programs using an extensive knowledge of Department of Defense (DOD), Occupational Safety Health Administration (OSHA), United States Air Force (USAF) and Air National Guard (ANG) directives, policies and standards. Programs include physical examinations and standards, flight medicine and related aero medical and force health management concerns. Interpret directives and apply standards to determine worldwide deplorability of personnel. Advise and make recommendations to senior officials on force health issues related to physical exams, standards and flight medicine activities to ensure compliance. Determine requirements, request funding and administer accounts for procurement of supplies, equipment, and medical assessment in support of the physical exam process, flight medicine activities and related programs. Implement and maintain the information management systems utilized for aerospace medicine and force health protection programs. Systems include preventive health assessment (PHA) and individual medical readiness (PIMR), Aero medical Information Management Waiver Tracking System (AIMWTS), Physical Exam Processing Program (PEPP), Grounding Management Information System (GMIS) and other related programs. Compile and complete various special and recurring reports utilizing these systems. Function as the health systems program administrator. Identify, develop and implement training programs which support mission essential aerospace medicine and force health management requirements. Administer the Physical Examinations and Standards (PES) program and serves as a medical expert on related issues. Develop procedures to evaluate the effectiveness of the PES program and implements processes to ensure individual medical readiness and deplorability. Review and resolve concerns or conflicts made by the member, supervisor, and/or commander. Identify reports, formulate and recommend solutions to command personnel for resolution of compliance and delinquency trends and patterns which could negatively impact medical readiness. Address complex medical issues with members, supervisors, commanders, state staff, and higher headquarters. Identify and analyze abnormal findings through research using medical references and professional consultations. Use established guidelines, advises member of findings, determines additional requirements and refers to medical professionals as needed. Edit, review and validate physical examinations to determine qualifications for initial or continued military service. Conduct paraprofessional evaluations (an in-depth screening or interview for the purpose of gathering data for the healthcare provider) and interprets results. Manage the Reserve Component Periodic Health Assessment (RCPHA) program. Review military unique individual readiness requirements. Identify documents and ensure member is notified of abnormal laboratory or diagnostic results. Track PIMR and reports noncompliance information to leadership. Provide training for unit RCPHA monitors. Act as the Medical Group customer service expert. Address complex issues using independent judgment. Provide technical medical assistance to medical inquiries and responds to inquiry by researching, compiling information, generating response and providing information through written correspondence, telephone, electronic or in-person response. Monitor the medical status of military personnel. Identify and profile personnel with medical conditions impacting duty performance or assignment restriction. Review and validate profiles disqualified for worldwide duty. Notify and advise commanders, supervisors and unit deployment managers when a member's medical/dental condition or duty restriction affects deployable status. Determine the need for and initiates Medical Evaluation Board (MEB) actions for duty related medical conditions. Coordinate, prepare and/or process MEB with active duty facility. Serve as the primary local interface with the Military Personnel Flight (MPF) for MEB/Physical Evaluation Board (PEB) process, issues, and concerns. Advise individuals and commanders on appropriate procedures and responsibilities. Coordinate with military and civilian providers for required medical tests, studies and medical evaluation board proceedings. Use applicable medical references to code medical conditions and treatments; consolidates medical information and forwards to higher headquarters as required. Determine the need for and initiates worldwide duty evaluations for non-duty related actions. Coordinate, prepare and/or process actions for higher headquarters review. Advise individuals and commanders on appropriate procedures and responsibilities. Perform other duties as assigned.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

Military Grades: Enlisted Compatible Military Assignments: AFSC: 4A0X1 and 4N0X1 GENERAL EXPERIENCE: Must have experience, education, or training which provided a basic knowledge of principles and practices related to the health care delivery system. SPECIALIZED EXPERIENCE: Must have at least 18 months experience, education, or training which provided a working knowledge of missions, organizations, programs and requirements of health care delivery systems. Experience analyzing and recommending solutions to complicated problems. Experience developing and implementing various policies and procedures used in the state medical programs. Experience involving various administrative areas such as budget, personnel and public relations within a medical activity.

Education

Substitution of Education for Specialized Experience - A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours. The education must have been in fields directly related to the type of work of the position.
