The primary purpose of this position is to serve as Chief of Medical Standards U.S. Air Force Reserve Command Recruiting Services. To provide major command level guidance and policy interpretation to HQ AFRC/RS Commander, recruiters at forty-four recruiting operating locations, health care professionals and medical support staffs in forty-seven Reserve Medical Units.
Duties
DUTY 1: Provides subject matter expert analysis of DoDI's, AFI's and AFRCI's to administer, interpret, and apply the appropriate physical standards required for entrance into USAFR programs for enlistment, commission, undergraduate flying training, and other special non-rated special operational duty positions.
DUTY 2: Supervises the activities of four military Medical Technicians.
DUTY 3: Devises, organizes, analyzes, and maintains statistical data on the number of medical waivers granted using the principles of the International Classification of Diseases Diagnostic Codes. Maintains and analyzes data on medical conditions waived or certified as disqualified for which this Command has responsibility for the purpose of providing input to briefings and special reports to higher authorities.
DUTY 4: Acts as the primary Command Surgeon's representative in the meetings, workshops, and briefings with other DoD agencies where medical standards policy, requirements, interpretation, and applicability are the subject matter.
DUTY 5: Researches and prepares Command supplements to Air Force directives pertaining to medical examination requirements, techniques, and standards.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. Individual Occupational Requirements
Specialized Experience (for positions at GS-4 and above): Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes, under the authority of AFRC Command Surgeon, actively participates in strategic planning processes to improve direction and focus. Plans, organizes, directs, and supervises the activities of the Medical Standards in USAFR Recruiting. Acts as the Air Force Reserve authority on DoD and AF medical standards as pertains to the requirements, interpretation, and application of these standards to applicants for enlistment, commission, and flying training programs. Provides special consideration for physical profiling and worldwide service determinability, deployment medicine, training requirements, and the application of medical standards in relation to aviators and other special operational duty personnel. Assigns work, accepts or rejects work on the basis of quality and adherence to instructions. Approves leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Initiates action to correct performance or conduct problems. Identifies technician's developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Addresses subordinates' concerns, whether perceived or real, and follows up with appropriate action to correct or eliminate tension in the workplace. Holds employees responsible for satisfactory completion of work assignments. Supervises and maintains control over the electronic file's documentation for this section. Recommends and provides input for changes to policy and procedures for the evaluation and disposition of airmen entering the Air Force Reserve through Palace Chase/Front and inter-service transfers who do not meet the minimum medical standards for continued military service. Has the responsibility to interface with other Major Commands, the Air Staff and inter-service agencies in the exchange of common interest information regarding physical standards. Advises Air Force Reserve Recruiting Services on the policy requirements and criteria for medical waiver actions. Serves as subject matter expert to the Chief Medical Officers of the approximately 66 Military Entrance Processing Stations (MEPS) on the unique physical examination requirements peculiar to USAFR applicants. Conducts technical and administrative analysis during periodic review process of medical standards and examination requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of a wide range of health care management topics, with strong emphasis on issues related to the practice of Aviation Medicine. Topics of primary importance includes physical examination techniques, medical operations principles, policies, procedures, and a comprehensive knowledge of medical plans and programs.
2. Comprehensive knowledge in the area of analyzing, interpreting, and applying medical standards to USAFR personnel, aviators and other special operational duty personnel.
3. Detailed knowledge of overall medical service and individual AF Reserve and AD medical treatment facility organization, mission, purpose, philosophy, and objectives, as well as those of the Joint Commission on Accreditation of Healthcare Organizations and Accreditation Association for Ambulatory Health Care (AAAHC).
4. Knowledge of analytical and investigative techniques to measure the effectiveness, efficiency, and productivity of medical programs. Skill and ability to prepare, project and staff reports; and to deliver briefings, to include knowledge and skill in the use of office systems and related computer programs to include spread sheets, AFRISS-TF, ECT, PEPP, AIMWTS, data base management, word processing, and presentations.
5. Ability to provide detailed consultation services and advice to recruiters, health care professionals and paraprofessional personnel, to include ability to analyze, evaluate, and draw conclusions from complex medical and technical information.
6. Ability to communicate orally and in writing in order to draft MAJCOM level policy, present briefings, recommendations, and conclusions to recruiters, health care professionals and senior management.
