As a Deputy Director you will provide advice, support, oversight, and outreach to women Veterans by monitoring and coordinating the VA's administration of health care and benefits services and programs for women Veterans, serving as an advocate for cultural transformation in recognizing the service and contribution of women in Veterans and military members, and raising awareness of the responsibility to treat women Veterans with dignity and respect.
Duties
Develops and proposes new strategies and programs which are designed to improve services provided and outcomes achieved by the Center.
Executes the agenda for Center-wide strategic short- and long-range operational planning and daily activities.
Develops and recommends to the Director for approval annual operating plans and budget submissions that are consistent with the Director's strategic guidance.
Provides advice, guidance, interpretation, and recommendations to the Director, senior Department and partner agency officials on all matters related to the Center’s mission including planning for long range program goals.
Works with counterparts across the Department and the broader Veteran communities to integrate and advocate for women Veterans.

Specialized Experience:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify for the Deputy Director position, candidates must meet the qualification requirements by the closing date of this announcement.
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Developing strategies to improve departmental operations; (2) Approving annual operational plans and budgets for an office; (3) Conducting studies on an independent organization operating programs; (4) Representing a director in meetings and conferences with top level officials; (5) Creating solutions for women Veteran specific issues; (6)Experience of organizational change management using different models.
Education
There is no educational substitution for the GS-15 level.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14 level. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
