You will serve as a Chemist in the Naval Drug Laboratory Great Lakes division of NAVDRUGLAB GREAT LAKES IL.
This announcement uses the Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will use specialized physical and chemical means to prepare samples for analysis and critically evaluate testing results.
You will operate and maintain analytical technology and instrumentation and troubleshoot new instrumentation and methodologies.
You will review, evaluate, and interpret data for reporting purposes to ensure accuracy, efficiency, and compliance.
You will assist with maintaining and updating Laboratory Operating Procedures (LOP) and train technical staff in basic equipment operation, maintenance, and data interpretation.
You will support Quality Assurance programs and advise others on complex procedures and policies.
Requirements
- This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

Qualifications
In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience as follows:
For GS-11, one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector
Utilizing laboratory principles, concepts, and methodologies including liquid chromatography tandem mass spectrometry, immunoassay, gas chromatography, physical and chemical separation techniques, and organic chemical synthesis;
Developing analytical and testing methods, Laboratory Operating Procedures (LOP), and reports describing new technologies, methods, uses, and limitations;
Communicating information on complex laboratory functions and procedures by advising senior officials and/or training technical staff; and
Analyzing, evaluating, certifying, and/or interpreting results and data from analytical tests.
For GS-09, one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector
Utilizing laboratory principles, concepts, and methodologies such as wet laboratory procedures, liquid chromatography, and mass spectrometry;
Interpreting and certifying drug screening results in accordance with scientific and forensic requirements and initiating corrective action for any identified discrepancies;
Applying or assisting with record keeping, proficiency testing, and method development to ensure acceptable quality control of laboratory analysis; and
Calibrating, operating, and maintaining analytical laboratory instrumentation.

Education
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
MINIMUM EDUCATION REQUIREMENT: Applicants must possess a degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR A combination of education and experience - course work equivalent to a major as shown above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills, and abilities necessary to do the work of the position:
For GS-11, three (3) years of progressively higher level graduate education leading to a Ph.D. degree in a field directly related to the position.
OR A Ph.D. or equivalent doctoral degree in a field directly related to the position.
For GS-09, two (2) years of progressively higher level graduate education leading to a master's degree in a field directly related to the position.
OR A master's or equivalent graduate degree in a field directly related to the position.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience are qualifying for grade levels and positions for which both education and experience are acceptable (i.e. where education can be substituted for experience). The percentage of experience plus the percentage of education must equal at least 100 percent to qualify an applicant for that grade level.
