This position is located in the Program Management Division, Business, Direct Program Branch of the Rural Business-Cooperative Service (RBCS). This position is neither remote nor virtual. The employee will be expected to report in person to the assigned duty location.

Duties

Perform state or nationwide loan program reviews to determine compliance with agency regulations and procedures. Perform reviews to determine compliance with loan documents and agreements. Perform technical review and analysis of loan and grant programs. Write new presentations and utilize creative approaches to presenting information in all types of environments. Develop and/or update policies, procedures, directives and operating instructions for staff. Perform public relations and outreach activities.

Requirements

  • You must be a US Citizen or US National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.
  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.
  • Successful completion of one year probationary period, unless previously served.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. For the GS-13 level: Applicant must posses one year of specialized experience equivalent to at least the next lower grade level or it's non-Federal equivalent that demonstrates: Expert knowledge in applying credit and commercial lending policies, principles and procedures and financial analysis in the review of loan and grant proposals. Analyzes, reviews and processes energy program loan and grant applications. There is no education substitution for the GS-13 level. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-1101 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience at the GS-13 level.
