Duties
Summary: The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 81 Force Support Squadron.
Duties:
Plans, organizes, and directs the activities of the Child Development Center (CDC), ensuring the program complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents the Child Development Center with a variety of installation and functional area organizations.
In the absence of the Center Director, serves as the supervisor on duty.
Responsible for the technical oversight of the Child Development Center's assistant and technician workers; providing them mentoring, training and instruction. Plans and executes work schedules for up to 10 Child Development Center employees to include Program Assistants and Technicians. Assists with personnel actions and evaluations.

Qualifications
This is a TERM position NTE 2 YEARS. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series.
SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of child development center operations including developmentally appropriate practices, fire, health, and safety requirements to include the ability to conduct facility inspections in these areas; Knowledge of early child development concepts, theory and practices relating to physical, cognitive, social and emotional development.
SPECIALIZED EXPERIENCE FOR EXTERNAL APPLICANTS: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of child development center operations including developmentally appropriate practices, fire, health, and safety requirements to include the ability to conduct facility inspections in these areas; Knowledge of early child development concepts, theory and practices relating to physical, cognitive, social and emotional development.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of child development regulatory requirements, policies, and practices.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small medium sized organization.
4. Ability to adjust wok operations to meet emergency, or changing program or production requirements while utilizing available resources and maintaining quantity or quality of work.
5. Ability to establish program objectives or performance goals of subordinates, and assess their progress toward achievement.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
