Vacancies will be filled in the following specialty areas:
Large Business and International Office of Program and Business Solutions, (PBS) Office of Communication
The following are the duties of this position at the full working level.
Independently provides advice, assistance, and guidance to foreign government visitors. Receives,
reviews, analyzes, interprets, and evaluates requests for visitor information programs submitted by
foreign tax administrations.
Independently plans, develops, and implements visitor information programs meeting the needs
expressed by visitors. Balances visitor programs workload among IRS components.
Establishes and maintains information files on tax administration materials and background on foreign tax
administrations through independent research. Maintains current information about IRS operations and
organization.
Gives IRS speakers background information for sessions. Conducts an initial briefing of foreign visitors
to provide them with a general background on the IRS organization and operations. Participates in
briefings and seminars to direct the discussions, answer questions, ensure smooth transition from activity
to activity, and clarify misunderstandings. Maintains a roster of appropriate resource persons from IRS
functional areas.
Independently monitors and coordinates visitor progress through scheduled activities to assure that
objectives are being met. Makes schedule changes responding to newly expressed visitor interests.
Ensures that requested follow-up material is sent to the visitors.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE GS-09: To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
Experience, education, or training involving experience of writing, communication principles, methods and techniques.
Experience with computer applications sufficient to produce presentations, written reports and spreadsheets.
Experience responding timely and appropriately to requests for information concerning programs and services.
Experience participating in meetings with specialized groups both in-person and virtual.
OR
EDUCATION: You may qualify based on education as follows:
master's or equivalent graduate degree
OR
2 full years of progressively higher-level graduate education leading to such a degree.
OR
LL.B. or J.D., if related
OR
COMBINATION OF EDUCATION AND EXPERIENCE: You may qualify with an equivalent combination of education and experience.
SPECIALIZED EXPERIENCE GS-11: To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
Experience to manage multiple assignments that require experience with program oversight.
Experience communicator in both oral and written forms.
Experience with computer applications sufficient to prepare written reports, spreadsheets, and flowcharts.
Examples of specialized experience include assignments where you participated in a range of project management principles, practices, methods, and techniques; conducted analysis of issues, and/or of strategic importance; utilize existing approaches and/or techniques in reporting.
OR
EDUCATION: You may qualify based on education as follows: A Ph.D., or equivalent doctoral degree.
OR
Three (3) full years of progressively higher-level graduate education leading to such a degree.
OR
LL.M., if related.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: You may qualify with an equivalent combination of education and experience.
SPECIALIZED EXPERIENCE GS-12: To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
Demonstrated experience with all facets of planning and executing meetings, both face-to-face and virtual.
Demonstrated experience giving oral presentations.
Demonstrated experience with problem-solving techniques and experience to make decisions.
Demonstrated experience with analyzing and developing recommendations from a wide array of conflicting and divergent information to assist program officials in achieving the information objectives of their programs.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
