This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Duties may include but are not limited to: Clinical Responsibilities: Incumbent provides a full range of psychological counseling services, including: 1. Integrated, patient-centered mental health services and consultation including by telehealth modalities when indicated; 2. Clinical consultation for various disciplines (LPMHC, Psychology, Social Work, Pharmacy, Psychiatry, Peer Support, etc); 3. Immediate, onsite, targeted assessment, clinical triage, diagnosis, risk assessment, and evidence-based intervention for veterans; 4. Counseling intervention for full spectrum of mental health problems. Individual, group, couples, and family counseling and evidence-based psychotherapy; 5. Mental Health case management; treatment planning. Program Administrative Responsibilities: The Program Manager is responsible for the management and oversight of mental healthcare service delivery provided by LPMHCs in our large academically affiliated medical center. Responsibilities include: 1. Overseeing the development, implementation and fidelity of therapeutic programming including individual and group evidenced-based psychotherapies, case management, and other supportive treatments. Monitors access to timely delivery of mental health services. 2. Monitors leave requests for LPMHC staff to ensure adequate clinical coverage of work duties at any given time. 3. Meets with Psychology Program Managers and Mental Health Supervisors to ensure adequate flow of patients between teams, adequate service offerings among clinics, and coordination of care. 4. Reviews policies and procedures with staff to ensure compliance with performance metrics, Joint Commission standards, Commission on Accreditation of Rehabilitation Facilities (CARF) standards where applicable, clinic access measures and clinic utilization rates. 5. Oversight of administrative and programmatic resources including self-report measures, assessment materials, therapy treatment manuals, patient workbooks, and educational materials in support of staff needs. 6. LPMHC Program Manager works closely with the Administrative Officer (AO), Management Analysts, Supervisors and Program Managers in meeting the necessary standards for LPMHCs, including monitoring workload, appointment wait-times, consult status, coordination of group room space, monitoring open encounters, completion of clinical reminders, ensuring appropriate referrals to outside agencies and clinics when appropriate. 7. LPMHC Program Manager manages the work of staff, ensuring that work is assigned equitably and meets facility and VA standards per the MH Handbook and Office of Mental Health and Suicide Prevention (OMHSP) guidelines. Academic/Teaching/Research: 1. Incumbent may serve as a member of the LPMHC Training Committee and as a clinical supervisor for LPMHC trainees. 2. Incumbent prepares and teaches seminars/workshops for STVHCS LPMHC trainees on topics of expertise. 3. Incumbent may choose to conduct approved psychological research that supports the mission of STVHCS alone or in collaboration with other professionals in STVHCS or affiliated academic institutions. 4. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. Grandfathering Provision. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Licensed Professional Mental Health Counselor (Program Manager), GS-13 Experience, Education and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below: 1. Ability to make judgments and decisions associated with program management. 2. Ability to monitor program outcomes using data driven quality assurance process. 3. Ability to develop productivity standards appropriate to each service provided. 4. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs. Preferred Experience: -Experience managing daily operations of clinical staff. -Experience working in clinical areas that meet Joint Commission standards. -Ability to comprehend and translate performance measures and outcomes specific to general mental health. -Experience in monitoring or creating productivity standards for each direct report. -Strong consultation and leadership skills in order to translate skills to building and maintain cohesive working relationships with other leadership staff.
