This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The Incumbent serves as a Program Manager for the Primary Care Mental Health Integration (PCMHI) Program at the South Texas Veterans Health Care System (STVHCS), Mental Health Product Line, and Psychology Service.
1. The Program Manager is responsible for the mental health programmatic services of clinical interdisciplinary teams including Psychology, Pharmacy, Social Work, Nursing, Technicians, LPMHC, administrative support staff and trainees which significantly impacts the delivery of mental health care services to Veterans in our large academically affiliated medical center.
2. Responsibilities include overseeing the development, implementation and fidelity of therapeutic treatments such as evidence-based psychotherapies, individual and group psychotherapies, and other supportive treatments. Monitors access to timely service delivery of therapies and treatments.
3. Review all leave requests for interdisciplinary psychotherapists to ensure adequate clinical coverage of work duties on any given time.
4. Meet with PCMHI Program leadership on a regular basis to ensure adequate service offerings among clinics.
5. Review policies and procedures with staff to ensure compliance with performance measures related to patient access and clinic utilization rates including SAIL performance.
6. Oversight of administrative and programmatic resources such as clinical demands and needs including self-report measures, therapy treatment manuals, patient workbooks, and educational materials in support of staff needs.
7. Facilitate clinic staff meetings with PCMHI staff for collaboration, compliance with performance measures and ensuring seamless access at each Primary Care Outpatient Care location.
8. PCMHI Program Manager works closely with the other PCMHI Program Managers, PCMHI Program Analyst, PCMHI support assistant and supervisory administrative staff in meeting the necessary standards for providing patient care in areas such as appointment wait times, consult status, coordination of group room space, monitoring open encounters, completion of clinical reminders, provider grid/matrices, monitoring same day access and engagement rate measures.
9. PCMHI Program Manager coordinates with discipline supervisors of matrixed staff assigned to PCMHI to ensure staff are working in accordance to the SOPs.
10. PCMHI Program Manager manages the work of the program and its staff, ensuring that work is assigned in a systematic way and meets facility and VA guidelines/standards and the MH Handbook and OMHSP guidelines.
11. PCMHI Program Manager meets on a regular basis with the AO, Chief of Psychology, MH ACOS and Supervisory MAS for status updates on programmatic changes, alterations to clinic staff schedules, review clinical demands and requests and ensure adequate coverage of clinic during holidays and other seasonal demands.
12. PCMHI Program Manager attends Primary Care and Primary Care leadership meetings on a regular basis for updates on anticipated clinic growth and expansion, PCMHI support needs, space needs for PCMHI staff, and assistance with Primary Care metrics that mental health impacts.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
Grandfathering Provision. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j.
Grade Determinations:
Licensed Professional Mental Health Counselor (Program Manager), GS-13
Experience, Education and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below:
1. Ability to make judgments and decisions associated with program management.
2. Ability to monitor program outcomes using data driven quality assurance process.
3. Ability to develop productivity standards appropriate to each service provided.
4. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs. GS-12 KSAs: 1. In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program.
2. Ability to make key decisions in the hiring and identification of top candidates.
3. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges.
4. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team.
Preferred Experience:
-Experience in managing workload, interdisciplinary teams and diverse staff members to accomplish program goals and objectives.
-Experience in delegating work, managing multiple deadlines with organization and accountability standards.
-Experience working with diverse mental health populations and training in the provision of evidenced based therapies and measurement-based care to monitor progress.
-Experience with comprehensive risk assessments for high risk mental health populations.
