Duties

You will serve as the 01CC2 Program Management (PM) competency supervisor within the Fleet C4I Department. You will provide and manage PM competency team resources supporting the successful cost, schedule, performance, and risk management execution of Department programs/projects. You will lead the competency team in providing IPTs with IT program/project acquisition management support through procurement planning, initiation, tracking, and reporting. You will resolve PM conflicts and technical issues in support of Fleet C4I information systems development, delivery, and life cycle management services. You will execute personnel management supervisory responsiblities including timekeeping and travel review/approval, performance assessments, recruitments, training/development and mentoring. You will guide, coach, and encourage competency team progress on assigned project/program tasks and coordinate requirements/execution with IPT Leads and Division Heads.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 level Apprentice within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Utilize analytical skills, evaluation techniques, and re-engineering methods to assess the technical, financial, and programmatic implications of prospective IT endeavors. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Manage stakeholder requirements from internal/external agencies helping execute and accomplish organizational goals and objectives. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing leadership, guidance, and mentorship to the workforce communicating organizational goals and objectives while aligning with the command's initiatives. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analysis, reporting, coordinating, and facilitating working groups to meet and resolve project objectives. In addition to your experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band (NM-03) in the federal service or equivalent experience in the private or public sector: Specialized experience must demonstrate the following: Experience managing Program Management (PM) team resources to ensure effective cost, schedule, performance, and risk management of programs/projects, leading acquisition support, resolving conflicts, and addressing technical issues for Fleet C4I systems. Overseeing personnel management, including timekeeping, performance assessments, recruitment, and training, and will guide and coordinate team progress with IPT Leads and Division Heads.
