You will serve as a INTERDISCIPLINARY NEPA PLANNER-BIOLOGIST-ENVIRONMENTAL ENGINEER-PHYSICAL SCIENTIST in the ENVIRONMENTAL DIVISION of NAVFAC NORTHWEST.

Duties

You will conduct planning and decision making on human environment and physical environment. You will determine project milestones and funding requirements. You will provide environmental planning consultation services. You will serve as point of contact and/or lead on assigned projects and interdisciplinary teams.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serves as a technical expert (NEPA Planner) for environmental planning and providing technical consultation and resolution on environmental issues in compliance with the interpretation and implantation of environmental regulations and standards promulgated by federal, state, and local regulatory agencies, including Department of Defense and Department of the Navy policy directives and programs. 2) Provides written documents and edits various environmental planning documents to include Environmental Impact Statements, Environmental Assessments, and Categorical Exclusions. 3) Maintains budget and schedule while ensuring a quality deliverable regarding NEPA requirements (e.g. EIS/EA's, CZMA, CATEX, etc.). 4) Serves as a subject matter expert on areas under professional and technical cognizance of the section providing professional and technical assistance and information to other business lines, Public Works Departments, installations, and other officials with the Navy. 5) Maintains communication with management, environmental regulatory agencies, contractors, and installations to ensure that Navy requirements are met and compliant with environmental regulations. ***NOTE: This experience must be fully and clearly supported in your resume to be considered. For the 0020 Community Planning Series:
Degree: community planning; Or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

OR

Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

For the 0401 Professional Biological Science Series:
Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.


For the 0819 Professional Environmental Engineering Series:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above).

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the 1301 Physical Scientist Series:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
