You will serve as Regional Tribal Liaison (RTL) for Commander, Navy Region Northwest (NRNW) and and the Senior Program Manager for the Cultural Resources (CR) Program for Naval Facilities Engineering Command Northwest (NAVFAC NW). The Regional Tribal Liaison is responsible for acting as the Navy POC for tribes and facilitating consistent resolution of multi-base issues. The Sr. Cultural Resources PM ensures consistent implementation of plans, processes and policies across the community.

Duties

You will provide expertise and consultation services on cultural resources products and services to clients within the Area of Responsibility (AOR) and to Navy activities and higher commands on a broad range of conservation matters and issues. You will represent the Regional Commander on tribal and associated environmental issues with regional tribes, various state, federal, DoD, and Navy officials. You will assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. You will evaluate performance of employees and approve/disapprove performance awards for subordinate employees. You will evaluate vacancies for possible backfill or restructure, determine selection criterial to fill vacancies, and make hiring selections You will serve as the principal civilian consultant to the command on Cultural Resources program management.

Requirements

• The incumbent must be qualified under the professional standards of the Secretary of the Interior contained in the National Historic Preservation Act regulations 36 CFR 61 or be able to obtain qualification within 24 months of appointment.

Qualifications

FOR THE 0808 SERIES ONLY - This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must be a Registered Architect (RA) if applying for the 0808 series. Your registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Specialized experience must demonstrate the following: 1) Serving as the authority in identifying, defining, and resolving critical problems of Cultural Resource Conservation Programs; 2) Applying expertise in advanced archeological, architectural, or related cultural and scientific theories, principles, concepts, standards, and methods sufficient to provide expert advice to senior colleagues, command or agency leadership, and agency officials responsible for broad program operations; 3) Working with environmental and cultural preservation programs and scientific principles, concepts, practices, methods, and techniques to apply new developments and theories to major environmental/cultural issues, coordination efforts, resolution facilitation, etc.; 4) Applying extensive knowledge of national and state laws, regulations, acts, and treaties (including the Stevens Treaties) in order to work on regional Tribal matters and issues; 5) Diplomatically analyzing and maintaining complex relationships between Tribal nations, organizations, and other federal, state, and local agencies and communities; and 6) Facilitating meetings and negotiations with diverse groups to assist in the development of common ground agreements, conflict resolution, and standard operating procedures between multiple parties. Basic Requirements for 0020 Community Planner Series:

Degree: Community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR

Combination of education and experience: Courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Basic Requirements for the 0401 Biologist Series:

Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

For the 1301 Physical Scientist Series:

Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

Combination of education and experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

For the 0193 Archeologist Series:

1. Education

   1. Degree that included 3 semester hours each in the following course areas:

      • History of archeology.
      • Archeology of a major geographical area such as North America or Africa.
      • Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development.
      • Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques.
      • Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.

        and

      • Six semester hours of related course work in:

        • geography, geology, or cultural geography;
        • history, historiography, or historical archeology;
        • environmental studies;
        • scientific writing (nonfiction English composition); and/or
        • surveying;

        and

      • Archeological field school.

   2. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field school).

   or

2. Combination of Education and Experience

   College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.

   or

3. Experience

   Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.
