This position is in the Internal Compliance Division Office of Compliance, Finance Office (FO), Business Center, Rural Development (RD). The staff is responsible for coordination, review and analysis of the internal control, and compliance for Rural Development business, financial, administrative and program operations.
Final termination of pay will be set upon selectee's duty location.
Duties
Formulating, affecting, interpreting, or implementing management policies, operating practices.
Carries out major assignments in conducting organizational operations.
Investigates and resolves significant matters on behalf of management.
Performs internal control and compliance reviews of program policies, program operations, and business functions, to ensure compliance with acceptable program regulations, governmental and public principles, procedures, and practices.
Keeps abreast of all changes on laws, regulatory and program requirement as it pertains to internal controls. Develops program review guides to be in accordance with new or updated laws, regulatory and program requirements.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled
For the GS-11: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience in assisting with business and/or compliance reviews of program policies, and program and operations. Experience in assisting in preparing reports identifying weakness and non-conformance with recommendations and/or alternative solutions to complex program policies, business operations and / or regulatory issues. Experience in evaluating the effectiveness of corrective actions after implementation of the recommendations associated with program policy and business function
reviews.
Ph.D. or equivalent doctoral degree or
3 full years of progressively higher level graduate education leading to such a degree or
LL.M., if related
For the GS-12: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience in internal control and compliance reviews of program policies, and program and operations. Experience in internal control and compliance systems that support the mission and functions of Rural Development.
Preparing reports identifying weakness and non-conformance with recommendations and/or alternative solutions to complex program, business operations and managerial and regulatory issues. Evaluates the effectiveness of corrective actions after implementation of the recommendations associated with program policy and business function reviews. Experience in reviewing and recommending enhancements to internal controls and compliance program, system, business and program operations requirements. There is no education substitution for this grade level.
