Duties

Evaluate routine permit applications in accordance with environmental regulations, policies and guidance. Write decision documents for routine actions in accordance with relevant laws and regulations and enter information into organizational database. Assess ongoing or completed construction work to determine whether it complies with issued permits and recommends courses of action to address unauthorized activities. Complete documentation after field visits to determine extent of routine unauthorized activities. Coordinate enforcement actions the Office of Counsel, Department of Justice, State, and Federal regulatory agencies as appropriate. Evaluate impacts on aquatic resources from proposed construction activities. Conduct outreach activities with interested members of the public and with state and federal agencies. Identify commonly encountered wetland plants and native plant communities found in the area of responsibility. Identify commonly encountered hydric soils indicators based on official technical guidance for hydric soils found in the mountains, piedmont and/or coastal plain regions. With assistance evaluate field indicators of hydrology for wetland and ordinary high water mark indicators for waters of the United States.

Requirements

  • Incumbent must possess or obtain/maintain a valid state Driver's license.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the basic education and specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Geography: A. Degree: Bachelor's degree ( or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. (must provide transcripts before employment can be confirmed) Basic Requirement for Regulatory Specialist: A. Degree: Bachelor's degree ( or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (must provide transcripts before employment can be confirmed) Basic Requirement for Physical Scientist: A. Degree: Bachelor's degree ( or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. (must provide transcripts before employment can be confirmed) In addition to the Basic Education Requirement, in order to qualify for the GS-XXXX-7/9/11, your resume must reflect: For the GS-07: One year of specialized experience which includes performing work that involved collecting data and entering into a database, AND 2) Performing basic aquatic resources impact analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). For the GS-09: One year of specialized experience which includes: Performing work that involved taking detailed notes, interacting with the public and, with assistance, assessing impacts to aquatic resources from proposed development activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). For the GS-11: One year of specialized experience which includes performing work that involved assisting in managing a wetland regulatory program in accordance with established regulations and guidance including taking detailed notes on soils, vegetation, and hydrology, AND 2) Assessing impacts to aquatic resources from proposed development activities and determining compliance with issued permits. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education
