About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 704TH Military Intelligence Brigade, 742ND Military Intelligence Battalion, Army Cryptologic Office, Fort Meade, MD.
Duties
Manages presentation, promotion, and defense of Army SIGINT equities, positions, and interests within U.S. Army intelligence doctrine and United States SIGINT System policy documents staffed through DoD, Army, INSCOM, and NSA authority channels.
Serves as the SIGINT Oversight Program Manager and principal advisor to the INSCOM Commanding General, INSCOM staff, Department of the Army G2 (DCS G2), subordinate commands and other Army Cryptologic activities for SIGINT Oversight.
Supervises the various work roles of military and Service Civilian members of the ACO Policy, Access and Compliance (PAC) Branch and integrates their efforts with counterparts across the Joint Services, NSA, INSCOM, DA, and the ACO.
Regulates application of cryptologic special accesses and Alternative Compensatory Control Measures (ACCM) for Army intelligence consumers and Army Cryptologic activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- Temporary Duty Travel (TDY) may be required 25% or less of the time.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

To qualify based on your experience, your resume must describe at least one year of experience to the next lower grade (GS/GG-13) which prepared you to do the work in this job. Specialized experience is defined as experience with Cryptologic operations, intelligence oversight policies and doctrine, intelligence personnel management functions.
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
