This position is located in the Force Readiness Branch; Readiness Division; Deputy Directorate for Regional Operations and Force Management Directorate (DDRO, J35), Joint Chiefs of Staff. The Director for Operations (DJ-3) assists the Chairman in carrying out responsibilities as the principal military advisor to the President and Secretary of Defense.

Duties

As a PROGRAM ANALYST (READINESS DATA) at the GS-0343-13 some of your typical work assignments may include: Analyze how various decisions will affect future readiness of DoD units, recommending tools and frameworks that can best support the analysis of disparate qualitative and quantitative data and information that supports senior leader informed decision making Compare RDIM readiness baseline and predictive model information with other GFM data analytics tools (i.e., Advana, ORION, the Joint Staff Dashboard, etc.) to provide senior leaders various perspectives of analytical results and considerations. Provide analytical support to both Readiness and GFM practitioners on the Joint Staff, especially in the JS J-35 and J-8, capturing requirements, providing answers, and fulfilling requirements using the data-rich environment. Analyze actions leveraging data analytics tools (i.e., DRRS, Advana, ORION, the Joint Staff Dashboard, JCRM, JOPES/JPES, etc.) to arm senior leaders with timely, actionable, and sometimes nuanced information to identify readiness impacts, expose risk, and improve decisions. Develop, staff, and present command-level briefings in support of O-6, General Officer/Flag Officer (GO/FO), Senior Executive Service (SES), and Senior Staff forums to provide actionable information for senior leader decisions.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Applying advanced theories, principles, concepts, and practices of data analysis techniques related to unit/capability readiness and Global Force Management (GFM) in order to capture and describe the end-to-end readiness and GFM data processes; Analyzing and evaluating data and information supporting readiness and GFM, providing written and visual products to inform senior decision makers in order to meet mission goals and objectives; Transforming data and analysis into informative data visualizations and reports communicating findings and relate them to business impact on unit/capability readiness and GFM using statistical and visualization platforms (i.e., Tableau, Qlik, Power BI, etc.); Developing analytical models and methods applying to decision making, validating each model accurately simulates the desired phenomena and replicates practical findings. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
