This position is located in the Financial Management Division (FMD), Department of Department of Administration and Finance, Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-14 /15, MCC uses a pay banded system to compensate employees. This position is pay band MC-3B/3A which is generally equal to GS-14/15 .

Duties

Serves as a technical resource to management officials and staff concerning a wide variety of accounting and financial management issues impacting MCC's financial systems and operational programs. Supports the preparation, review, and analysis of MCC's financial statements, reports, and schedules to ensure compliance with federal regulations and accounting standards. Conducts analysis and financial reviews of a variety of accounting systems and accounting techniques. Identifies potential weaknesses in internal controls that need further evaluation. Interprets changes in accounting and financial management policies and procedures to assess their impact on management activities, plans, and decisions. Coordinates the implementation of MCC's accounting policies, procedures and guidance. Exercises primary responsibility for the scheduling and coordination of MCC's quarterly and annual financial statements. Determines information required to develop the agency's financial statements and analysis, tasking departments as necessary. Performs professional accounting review of the material received to ensure that data is reasonable, complete, accurate, and consistent with financial information received from other sources within MCC. Provides technical accounting and financial management guidance and advice to managers and program staff on matters related to the application of financial regulations, policies, and procedures. Serves as a resource and point-of-contact on accounting and related financial management issues for the agency. Prepares and coordinates responses to accounting, audit, and financial information requests received from external sources. Examines internal control systems to identify problem areas and determine actions required to improve operating effectiveness and/or maintain the integrity, accuracy and validity of accounting records and financial information. Identifies the need for new or revised MCC accounting policies and procedures. Reviews external auditors' findings, conditions, and recommendations to ensure accuracy, communicates issues to staff, the Controller, and Deputy Chief Financial Officer, and prepares and coordinates responses to these audit issues. Assists program staff with the development, design, testing, and implementation of new or modified accounting or financial systems, processes and programs. Identifies the need for new or modified accounting policies and procedures to remain compliant with applicable Federal and generally accepted accounting principles. Supervises Staff Accountants in supporting accounting functions and oversees contract staff assigned to the accounting unit at the Controller's discretion. Performs administrative and human resource management functions relative to the staff supervised. Ensures a continuing affirmative application of MCC policies concerning equal opportunity. Performs other related duties as assigned.

Qualifications

Applicants must meet the following qualifications: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. To qualify for Pay Band 3B applicants must also meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4A (GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; providing technical advice on accounting and financial management programs, issues and practices; conducting analysis and financial reviews of accounting systems and identifying potential weaknesses in internal controls; interpreting accounting and financial management policies and procedures to assess their impact on management activities, plans, and decisions; developing accounting and financial management policies, procedures, guidance and reports; and providing technical accounting and financial management guidance and advice to managers and program staff on matters related to the application of financial regulations, policies, and procedures. Note: This experience MUST be well documented within your resume or application. To qualify for Pay Band 3A applicants must also meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3B (GS-14) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.
