You will serve as a GG-0343-14 Management Analyst for DNI/DDNI OPNAV SUPPORT STAFF, functioning as the OPNAV N2N6 manpower subject matter expert and as a resource sponsor representative for Military Personnel Navy and Reserves Personnel Navy funded authorizations in a policy-level Information Warfare organization. This position is located at the Pentagon in Arlington, VA.
Duties
You will interpret, evaluate, and analyze activity manpower program appropriations, programming, budgeting, and allocation of resources.
You will monitor and coordinate with resource sponsor program managers and requirements officers on issues relating to Navy active and reserve Information Warfare Community billets.
You will prepare plans, recommendations, and activity positions regarding vital manpower information for use in senior leadership decision-making.
You will gather and analyze manpower information to support data calls, reports, and leadership decision-making, frequently under compressed timelines.
You will use manpower management systems such as the Total Force Manpower Management System (TFMMS) database and the Billet Change Request (BCR) process, and the Planning, Program, Budget and Execution (PPB and E) process to conduct data analysis.
You will review, coordinate, and staff submitted Manpower Change Requests (MCRs) as a resource sponsor or stakeholder.
You will interpret, evaluate, and analyze activity manpower program appropriations, programming, budgeting, and allocation of resources consistent with priorities and mission objectives.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as:
1. Utilize manpower management systems and procedures to conduct data analysis for quantitatively and qualitatively defining program problems and resulting implications.
2. Interpret, evaluate, and analyze activity manpower program appropriations, programming, budgeting, and allocation of resources.
3. Coordinate with resource sponsor program managers and requirements officers on issues relating to active, reserve, and civilian billets.
4. Prepare and present plans, recommendations, and organization positions regarding vital manpower information.
