This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. Duties

The primary purpose of this position is to serve as an Air Reserve Technician (ART) to exercise technical and administrative supervision over subordinate workers in accomplishing trades and labor inspection work in the Quality Assurance Flight. Trains reservist in the accomplishment of tasks. RESPONSIBILITIES: 1. Performs work planning responsibilities. Plans use of workers, equipment, facilities, and materials on a daily or by project basis. Adheres to work priorities, project schedules, resources, and detailed work plans established by higher-level supervisors. 2. Performs work direction responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes associated with quality assurance/inspection relative to repair and modification of unit aircraft and/or aircraft systems. 3. Performs administrative responsibilities. Participates with employees in the development of performance plans and recommends them to supervisors. Advises employees of performance expectations. Provides proper guidance and direction, continuous feedback on strengths and weaknesses. 4. Qualifications

OBLIGATED POSITION: This position is obligated to the former incumbent who has return rights to this position under 10 U.S.C. 1586. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the the WG-8800 Aircraft Overhaul Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to lead or supervise a WG-8800 Aircraft Overhaul Family. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, processes, and techniques of aircraft repair, modification, and inspection. 2. Knowledge of personnel management policies, practices, and procedures, including sexual harassment and EEO/EET. 3. Knowledge of safety regulations, practices, and procedures. 4. Knowledge in using and maintaining a variety of hand and power tools, equipment, and precision measuring and/or test equipment. 5. Knowledge in troubleshooting, inspecting, and/or tracing hard-to-locate defects or problems. 6. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. 7. Ability to plan and organize work assignments to include determining resources required to accomplish mission. 8. Ability to communicate effectively, both orally and in writing. OTHER SIGNIFICANT FACTS: 1. This is an ART position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. 2. The work may require the employee to drive a motor vehicle, such as a tug, light truck, or passenger vehicle. An appropriate, valid driver's license may be required for the position. 3. Work is performed both inside and outside where employee may be exposed to all types of weather conditions. There may be danger of falls from wings, fuselages, and work stands. 4. Performs other related duties as assigned. 5. This is a drug testing designated position. The incumbent is subject to random testing for drug use. FUNCTIONAL REQUIREMENTS: Heavy lifting (45-79 pounds). Moderate carrying (15-44 lbs). Hours of straight pulling are 1 hour per week. Hours of pushing is 1 hour per week. Reaching above shoulder. Use of fingers. Both hands required. Hours of walking are 4 hours per week. Hours of standing are 10 hours per week. Hours of crawling are 1 hour per week. Hours of kneeling are 1 hour per week Hours of repeated bending are 3 hours per week. Climbing, use of legs and arms. Both legs required. Operation of crane, truck, tractor, or motor vehicle may be required. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Both eyes required. Depth perception.
