The primary purpose of the position is to serve as the Administrative Officer (AO) for the Environmental Management Service (EMS) and is responsible for the coordination and monitoring of all Environmental Management Service administrative programs. The duties include (but are not be limited to) coordination of surveys and reports, performance improvement activities, policy development, budget and financial management, procurement and contracting, statistical and other administrative functions.
Duties
Duties include but are not limited to:
Oversees and facilitates the administrative management for the Environmental Management Service.
Independently develops, plans, issues, and implements procedures to comply with directives concerning administrative matters.
Analyzes and evaluates problems, makes recommendations. and devises solutions to systems administration, training management, publication management, and data management within the division.
Designs and implements policies, and procedures to manage administrative and personnel related functions.
Reviews and evaluates guidance on various functions and procedures, identifies problem areas, and implements or recommends actions to improve procedures and increase efficiency, eliminate problems and conform to policy requirements.
Serves as the Environmental Management Service Representative overseeing the full range of human resources requirements for the organization.
Manages, monitors, coordinates and provides regulatory guidance on all personnel actions, organizational structures, and position management.
Participate in the planning for budgeting needs and financial management for the Environmental Management Service.
Prepares procurement requests, evaluating proposals for work, acting as a COR for procurements, and/or maintaining procurement records.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00 am to 4:30 pm; subject to change based on the needs of the agency.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
For GS-07:
Specialized Experience for the GS-7 level: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst. Qualifying specialized experience would include, but not limited to:
Experience with managing a fast-paced office to include, establishing priorities, set up, reschedule appointments. Assisting and preparing office memos.
Schedule and arrange activities and/or meetings, provide training and education as well as guidance to superiors.
Resolving patient complaints, administrative issues and address both internal and external customer needs.
Education:
One (1) full year of successfully completed graduate level education
OR
Have a bachelor's degree with superior academic achievement, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.
OR,
Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e. hospital administration, public health administration, or related fields such as course work in health care administration). This education must have been obtained in an accredited college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume.
For GS-09:
Specialized Experience for the GS-9 level: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst. Qualifying specialized experience would include, but not limited to:
Independently develops, plans, issues, and implements procedures to comply with the directives concerning administrative matters. Planning, reviewing or revising policies and procedures.
Reviewing issues and telephone inquiries, coordinating incoming data from a variety of sources and, maintaining databases which contain a wide variety of specific information, maintaining office files and records, assisting with preparing disciplinary actions, LEAF request, TMS reports and a variety of computer software programs.
Acts as liaison with human resource office personnel related matters.
Experience managing budget activities; assisting with contracting functions; preparing quarterly and annual reports and correspondence.
Education: Successfully completed a master's or equivalent graduate degree, or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D in a related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
